Contracts and Procurement Lead

Full-time (37 Hours) – Permanent

Grade B2 – C2 – £31,537 – £41,771 per annum (Career Graded)

North Kesteven District Council is seeking an experienced construction or project professional to join the Safe and Decent Homes team; This post puts you at the heart of a busy property services division which is critical in the delivery of the Council’s HRA Business Plan functions through Procurement, Budget Management and Contract Management.

Job Requirements

  • Skill and aptitude for procurement, client care, communication and negotiation
  • Attained or working towards an RICS qualification or equivalent, and/or relevant significant industry experience
  • Work within codes of conduct, financial regulations, ethics and professional practice
  • Conflict avoidance, management and dispute resolution
  • High-quality data management and analysis, with a teamwork ethic

Key Responsibilities

  • Cost estimation and budgeting, including 30-year planning of investment and component replacement programmes
  • Actively leading procurements and contract management, including contract uplifts, cost control and management
  • Supporting valuations and payments to suppliers and contractors
  • Accurate financial reporting and legal compliance

Key Attributes

  • Ability to build and maintain effective relationships across operational delivery and finance teams
  • High level of procurement experience and knowledge of procurement routes (RFQs, ITTs and frameworks)
  • Competence across all aspects of contract management and procurement
  • Highly analytical, with advanced skills in Microsoft Excel
  • A highly organised, dynamic, confident and conscientious individual
  • Basic knowledge of construction-related health and safety
  • Sound financial knowledge, including working with indices
  • Excellent verbal and written communication skills

You will be required to apply a high level of attention to detail when carrying out this role, to support the delivery of Property Services at a Technical level and show an appreciation of the contribution local government can make to the welfare of the people living, working, and visiting the district.
