About the Role

An exciting opportunity has arisen for an Inspection & Enforcement Officer within our Highway Control team at Leicestershire County Council.

Do you want to join a motivated, friendly team of professionals to ensure highway inspections (walked & driven) are carried out within the timeframe as defined in the County Council’s Highway Maintenance Policy?

This role also includes the enforcement of the Highway Act and associated environmental issues that relate to the adopted public highway, to ensure the integrity of the highway and its boundaries wherever possible.

Can you deal with problematic customer enquiries and enforcement issues that need specific attention, whilst ensuring protocols are followed? Can you keep accurate records to track enquiries and complaints, whilst ensuring performance targets are achieved?

The nature of the work may involve you carrying out work outside of normal working hours.

This role is a “safety critical post” and, consequently, subject to random drug and alcohol testing in accordance with our policies and procedures. A copy of our Substance Testing Policy, Procedure and Guidance is available upon request.

Responsibilities

  • Ensure highway inspections (walked & driven) are carried out within the timeframe defined in the Highway Maintenance Policy.
  • Enforce the Highway Act and associated environmental legislation on public highways.
  • Handle problematic customer enquiries and enforcement issues, ensuring protocols are followed.
  • Keep accurate records to track enquiries, complaints and performance targets.
  • Carry out work outside of normal working hours as required.

About You

To apply for this post, you must be able to evidence in your application how you meet the following criteria:

  • A good standard of education including English and Mathematics at GCSE Grade A-C (or equivalent) or demonstratable experience outlined in the Person Specification.
  • Ideally you will also have some construction knowledge and experience which may include Highways Inspector accreditation or equivalent, NRSWA Act 1990 Supervisor, or Traffic Management Qualification (12D T7).
  • Experience of successfully resolving conflict situations where you remain calm and positive, with a customer‑focused approach.
  • Experience of working in highways maintenance or civil engineering environments and knowledge of highways‑related legislation.
  • Ability to use various ICT systems and business processes to support the efficient delivery of services, with good organisational skills and the ability to prioritise work.
  • Knowledge of current legislation, policies and procedures: Highways Act, NRSWA, Traffic Management Act, Traffic Regulation Act, CDM, etc., and highway inspection procedures and standards.
  • Good verbal and written communication skills and the ability to converse with customers and provide advice, responding confidently with understanding and diplomacy while maintaining an objective and professional stance.
  • Physically fit to provide walked inspections in all weather conditions.
