We are seeking an experienced Procurement Manager to lead strategic and operational procurement across a complex, regulated public‑sector contract environment.

What you'll do:

  • Lead end‑to‑end procurement of service, maintenance, and works contracts in line with the Procurement Act 2023, NIPPP, and client governance requirements
  • Develop, implement, and maintain compliant procurement strategies and forward procurement pipelines
  • Produce business cases, including option appraisals and commercial and financial analysis
  • Draft, issue, and manage tender documentation, including NEC4 contract documentation
  • Lead supplier evaluation, negotiation, award, and contract mobilisation activities
  • Manage contract lifecycle activity including renewals, extensions, re‑procurement, and exit strategies
  • Provide strategic procurement advice to internal stakeholders and senior leadership teams
  • Oversee supplier performance, risk management, and contract compliance
  • Ensure procurement delivers value for money, cost control, and long‑term financial sustainability
  • Produce procurement performance reporting including savings, compliance, and supplier performance metrics

What you bring:

  • MCIPS qualified (or working towards) with degree‑level qualification or equivalent experience
  • Minimum 5 years' experience in public‑sector procurement within a regulated environment
  • Strong experience in property, construction, FM, or infrastructure procurement
  • Proven track record across the full procurement lifecycle (strategy, sourcing, tendering, evaluation, award)
  • Experience with NEC4 contract procurement and contract administration
  • Strong understanding of public procurement legislation and governance frameworks
  • Experience in supplier relationship management, risk management, and stakeholder engagement
  • Strong commercial awareness with a track record of delivering value‑for‑money outcomes
  • Experience using e‑procurement systems (e.g. eTendersNI or equivalent)
  • Strong analytical, negotiation, and problem‑solving skills
  • Confident communicator with experience engaging senior stakeholders
  • High integrity, attention to detail, and ability to work independently
