About the role:
This is a key operational management role responsible for planning, delivering, and continuously improving high-profile environmental services across Blackpool. The successful candidate will lead operational teams, manage service performance, oversee budgets, support business growth and ensure services are delivered safely, efficiently and to a high standard.
The role also includes responsibility for related operational areas, including Emergency Maintenance Operations.
Key Responsibilities:
- Lead the planning and delivery of Grounds Maintenance, Parks and Green Open Space services
- Manage day-to-day operational teams and supervisors
- Identify and implement service efficiencies to improve value for money and service quality
- Manage services within agreed budgets, including income generation
- Negotiate contracts with new and existing clients to support business growth
- Monitor service performance and ensure operational targets are achieved
- Produce regular reports on business operations and performance
- Manage health and safety across the service, including risk assessments, training, safe systems of work and accident investigations
- Support recruitment, supervision, performance management and disciplinary processes
- Contribute to company-wide improvement projects, business plans, policies and procedures
- Work collaboratively with colleagues across Waste Services, Street Cleansing, CVMU and HWRC
- Represent Grounds Maintenance, Parks and Green Open Space Services on the company’s health and safety group
- Support company marketing activity, including contributions to social media campaigns
- Act as an ambassador for Enveco and the services it provides
- Manage Winter Gritting and Emergency Operational Response in line with agreed procedures
About You:
We are looking for a confident and experienced operational manager with strong leadership skills, excellent communication abilities and a clear commitment to delivering high-quality public services.
You should have:
- A professional horticultural qualification to HND or a willingness to work towards
- Industry-based membership, such as IOG, BIGGA, RHS or the Arboricultural Association
- IOSH Certificate in Health & Safety
- PA1 and PA6 pesticide application certification
- A full UK driving licence
- Considerable experience in staff supervision and management
- Experience working in a multi-functional operational environment
- Strong knowledge of environmental services. The ability to manage budgets, performance targets and operational deadlines
- Excellent IT skills, including Microsoft Office
- The ability to deal professionally with members of the public, business customers, elected members and partners
- Strong decision-making skills and the ability to respond quickly to changing operational priorities
Desirable Skills and Qualifications:
- Current First Aid at Work qualification
- IT or computer skills qualification
- Full UK HGV licence and Driver CPC
- Knowledge of the Environment Act and related Codes of Practice
- Knowledge of national waste and resource policies
- Experience delivering refuse and recycling performance targets

- Stanley Park, a Grade II listed park and major resident and visitor attraction
- 28 playgrounds and 2 skate parks

- More than 3,300 separately maintained grass verges spanning approximately 52km
- Marton Mere Nature Reserve
- An athletics arena with a 400m running track
