Main Purpose of Role

  • Act as the Commission Manager, responsible for end‑to‑end service delivery.
  • Ensure client objectives are met through an effective cost management service.

Scope

Senior Cost Managers handle commissions of varying sizes, typically within the £10m to £50m project range.

Key Accountabilities

Commission Management

  • Coach junior staff, allocating roles and responsibilities for effective cost management.
  • Advise clients on feasibility studies and procurement options.
  • Manage estimating and cost planning stages, presenting final cost plans to the client.
  • Handle tendering and procurement activities, including pre‑qualification, tender list production, preliminary work, tender analysis, tender report preparation, and compiling contractual documents using The Hive, eTender Platform and other tools.
  • Administer contracts, manage post‑contract cost variances, and apply change control processes, escalating major changes to the line manager.
  • Peer‑review cost allowances, perform valuations on larger projects, and ensure timely, accurate cost checking and valuation.
  • Produce monthly post‑contract cost reports via the Cost Control App and present them to the client.
  • Input into value engineering and negotiate final accounts.
  • Interface with the client, Project Manager and other consultants throughout all project stages.
  • Collaborate with Turner & Townsend’s project management team during delivery.
  • Lead a cost management team when appropriate, ensuring they meet all accountabilities.
  • Utilise bespoke digital cost management tools (The Hive: Benchmarking App, CostX, Market Rates App, eTender Platform, Cost Control App).
  • Implement the Embodied Carbon Calculator to produce carbon footprint reports.
  • Support the execution of the NewLeaf strategy.
  • Manage internal fees, internal job costing and resourcing requirements.

Marketing and Business Development

  • Identify opportunities to develop new business with existing clients and report them to the appropriate line manager, using the marketing database effectively.
  • Develop and maintain a professional network of peers and potential clients.
  • Lead bid submissions.
  • Identify ways to improve cost management procedures, templates and products.
  • Participate in extracurricular activities, external groups, networking and CPD events.

Internal Management Accountabilities

  • Knowledge management – input key information and learnings into the Turner & Townsend internal database.
  • Process improvement – identify improvements to internal systems and processes and refer ideas to the line manager.
  • Lead in support, development and mentorship of junior staff.
  • Manage projects on D365.

Reporting

Depending on context, a Senior Cost Manager reports to an Associate Director, Project Director or Director.

Key Performance Indicators

  • Commissions are managed to the right quality standards and are completed efficiently and on time.
  • Service delivery on commissions aligns with the conditions of appointment.
  • Good relationships are developed with clients and cross‑functional team members.
  • Work as an effective member of the cost management team, taking responsibility for Assistant Cost Managers and Cost Managers when appropriate.
  • Identify opportunities to develop new business with existing clients.
  • Track margin levels on all commissions.
  • Effectively cascade and retain key information and data.

  • Chartered Status.
  • Confident and professional manner.
  • Highly organised and able to prioritise own workload.
  • Collaborative and able to build relationships across the business.

  • Delegate tasks to junior team members, aiding their technical development.
