Commercial Manager | Public Sector | Milton Keynes / Northampton | £45,000 – £60,000 + Benefits | Hybrid

(Sourcing Manager / Senior Procurement Manager / Category Manager / Senior Buyer) I am working with a leading UK public sector infrastructure organisation who are looking for an experienced Commercial Manager to join their high-performing Corporate Services Sourcing team within their Commercial & Procurement function. In this role, you will lead high-value, complex sourcing projects across a broad portfolio including HR, FM, IT, professional services, and more. You will take full end-to-end ownership of competitive tenders outside of a framework, drive measurable commercial savings, and act as the expert lead on negotiations and contract strategy. If you thrive in governance-heavy, regulated environments and enjoy shaping commercial strategy at a senior level, this role offers both the scale and autonomy to make a real impact. Public sector procurement experience is essential.

What You’ll Be Doing

  • Leading end-to-end sourcing projects within a regulated environment (PCR 2015)
  • Developing and delivering sourcing strategies and tender documentation
  • Running competitive tenders outside of a framework – full ownership from start to finish
  • Leading complex commercial evaluations and supplier negotiations
  • Partnering with and influencing senior stakeholders across multiple functions
  • Driving innovation, sustainability, and value through creative contracting strategies
  • Managing multi-million-pound programmes and complex supplier relationships

What We’re Looking For

  • Public sector procurement experience – this is essential
  • Proven end-to-end tendering experience outside of a framework
  • Solid understanding of PCR 2015 / regulated procurement environments
  • Strong negotiation and stakeholder management skills at executive level
  • Demonstrable track record of commercial savings delivery
  • Experience in contract law and financial management
  • Knowledge of reclassified or regulated procurement environments (desirable)
