About the Role (External)
The role of Commercial Manager within the Eastern Buildings and Civils team provides pre- and post-contract commercial management services across a portfolio of railway investment projects with multi-million-pound budgets. You will manage projects through both pre- and post-contract phases at a delivery level, supporting a multi-disciplinary Network Rail delivery team. You will aim to maximise value for money and deliver commercial efficiencies, providing specialist commercial advice and guidance to mitigate risks. Collaboration with tier one contractors is a key element of the role and critical to the commercial success of contract and project delivery. The role is within the Buildings and Minor Enhancements commercial team, managing projects from feasibility through design and construction to close-out. Projects include Access for All (AfA), minor station enhancements, maintenance delivery unit construction, station building and platform works including decarbonisation and EV initiatives. The role reports to a Senior Commercial Manager who remains accountable for successful commercial delivery of the portfolio.
Key Accountabilities
- Support programme and project teams in monitoring compliance with Network Rail Corporate governance and rules in a timely manner.
- Manage cost reporting of all allocated projects within the Network Rail reporting framework including Cost Forecasting, Anticipated Final Cost, Cost of Work Done, Gross Billing and Current Contract Value.
- Monitor, manage and report on all commercial aspects of allocated projects; flag issues and propose mitigation actions at the earliest opportunity to the Project Manager and/or Programme Manager and/or Senior Commercial Manager.
- Monitor awareness of all activities on allocated projects to influence decision making from a commercial perspective. Review contractor delivery, including leading valuation of medium value/medium risk contracts and attending progress meetings to influence contractor behaviour, delivery and activity.
- Manage assessment and valuation of contractor applications and processing of payment certificates in accordance with Network Rail processes and contractual terms; challenge cost elements and ensure valuations align with site progress.
- Provide proactive advice on change, recommend actions in accordance with change control systems, and prepare required documentation for approval within delegated authority.
- Produce applications for payment/invoices to external clients with supporting documentation as appropriate.
- Identify and advise on commercial risk/claim events.
- Provide ad-hoc management information and analysis to support informed decision-making.
- Produce commercial correspondence and contractual notices per contract conditions; ensure records are retained and archived on close-out.
- Undertake final account settlements and internal reconciliation at project close-out within agreed timescales.
- Support demonstration of efficiencies and continual improvement of estimating through cost analysis and feedback as per Cost Allocation Feedback process.
- Support pre- and post-contract procurement activities as appropriate; provide guidance to estimating resources on project scale/scope.
- Support negotiation of prices under existing contracts/framework agreements and participate in quantitative risk assessment and value management workshops, as required.

- Demonstrable experience in commercially managing investment projects
- Demonstrable relevant experience

Desirable
- Degree in a related subject
- Membership of a relevant professional institute, chartered status
- Experience in a generalist commercial environment
- Awareness of industry issues
- Competence with contract management systems (e.g., Think Project/CEMAR)
- Good communications skills and experience working in a multi-disciplinary team
- Experience managing a portfolio of projects
