Overview

Senior Project Manager opportunity within the Mental Health & Learning Disabilities Care Group. You will join the Business, Improvement, Strategy & Commissioning Directorate to provide project/change management and continuous improvement support.

The Senior Project Manager will manage one or more large-scale projects across the organisation, interpret national policy within the specialist area, and act as the planning lead with a high level of autonomy. The role includes line management of two established project staff.

Hybrid working is possible with a minimum requirement to work from various CTMUHB sites 2 to 3 days per week, with flexibility for additional site days for events and meetings. Interviews will be required in person on site.

Main duties of the job

  • Project Leadership and Delivery: Managing one or more large-scale, complex, or multi-site projects from initiation to closure.
  • Strategic Planning: Aligning project objectives with CTMUHB strategic direction.
  • Performance and Reporting: Creating detailed reports, monitoring progress, identifying and managing risks, and implementing corrective actions.
  • Stakeholder Engagement and Co-production: Ensuring a co-productive approach to service development. Liaising with senior management, Welsh Government, and partner organisations, facilitating service improvements.
  • Resource and Financial Management: Controlling project budgets, managing resources, and ensuring compliance with financial regulations.
  • Line management of project managers, including performance management and mentorship.

Welsh Skills

Desirable: This post is advertised as Welsh Desirable. It is advantageous but not essential; speaking/listening skills at Level 3 (equivalent to CEFR B2) or above are preferred. Person Specification – Qualifications and Knowledge

Essential:

  • Educated to Postgraduate Diploma level in a relevant subject or equivalent experience.
  • Project and/or Programme Management Office qualification, PRINCE2, MSP or equivalent experience.

Experience

Essential:

  • Experience in management and delivering successful projects.
  • Experience of effective stakeholder engagement with external bodies.

Desirable

  • Experience as a formal project manager.
  • Experience of working within the NHS.

Skills and Attributes

Essential:

  • Highly developed interpersonal and communication skills.
  • Track record of complex problem solving in a project management environment.
  • Competent in the use of desktop applications.
  • People management skills.

Other

Essential: Able to travel around Wales, and possibly further afield, in a timely manner on a regular basis.

Desirable: Welsh language speaking/listening skills at Level 3 or above.
