Why we need this role
Reporting to the HSE North Region Business Partner Lead, this role will contribute to the Group HSE department with a focus on day‑to‑day operations of HSE in the country. It involves driving the implementation of the local HSE Plan of Activities (risk assessments, inspections, medical check‑ups, HSE training programme, emergency preparedness) through engagement with external HSE providers, ensuring compliance and providing on‑site support. The role also manages ISO 14001:2015 and ISO 45001 certified management systems, ensuring alignment and retention of certifications in the country, and supports the HSE North Region Business Partner on the day‑to‑day management of the Rail Industry Supplier Qualification Scheme (RISQS).
What You Will Do
- Support Colt’s Health and Safety Governance model and ensure the country retains ISO 14001:2015, ISO 45001 and RISQS.
- Complete HSE administrative tasks locally.
- Provide day‑to‑day health and safety advisory support to staff.
- Support and ensure implementation of risk assessment procedures, including external providers.
- Act as Duty Holder according to asbestos regulations.
- Contribute to formulation of global and local HSE procedures.
- Ensure up‑to‑date HSE documents in line with local legislation and HSE Management System.
- Maintain accurate records of work carried out.
- Ensure completion of Emergency Preparedness activities, keeping plans up to date, testing periodically, and training emergency teams.
- Manage and implement monitoring inspections/audit programmes, support internal audits, and review asbestos‑containing materials at affected sites.
- Undertake formal legal impact assessments for the country, extending remit to other countries when requested.
- Track and follow up corrective HSE actions until closure in the central action tracker tool.
- Conduct HSE incident investigations using internal tools and promote a reporting culture.
- Contribute to HSE communication/culture change programmes and web portal content.
- Supervise completion of e‑learning modules released by HSE Group.
- Work closely with other HSE team members to deliver group and local HSE goals.
- Manage H&S Committee or employee representative relationships per local regulations.
- Support the management of the HSE country annual budget forecast and follow‑up.
- Travel within the country to different sites as required.

Skills & Experience
- 1–2 years’ experience as an H&S technician in a company H&S department or external health and safety provider (preferably in a telecom safety role).
- Experience in an environmental position together with significant knowledge of rail safety in the UK.
- Formal recognised qualification as an H&S technician (e.g., NEBOSH National General Certificate, IOSH Tech).
- Personal Track Safety certification to attend rail sites.
- Management experience of ISO14001 and/or ISO45001 certified management systems and RISQS.
- Experience undertaking Fire Risk Assessments.
- Experience in a multi‑site business operating a matrix management structure.
- Experience working in the European landscape.
- Experience dealing with people from multiple geographies and cultures.
- Proficiency in English, written and spoken, and technical writing skills.
- Full driving licence.
