Head Of Commercial (Contracts, Property & Planning)

Sheer Jobs is recruiting for an experienced Head of Commercial (Contracts, Property & Planning) to lead a high-performing legal function. This is a senior leadership role responsible for overseeing complex legal matters across contracts, planning, highways, and property, while supporting key corporate priorities.

Key Responsibilities

• Lead, manage, and supervise a team of contract, planning, and property lawyers.
• Negotiate and complete legal agreements including S106, S38, and S278 agreements, along with associated licences relating to planning and highways matters.
• Provide expert legal advice on all planning and highways-related issues.
• Attend and advise at Planning Committee and other council committees as required.
• Actively contribute as a member of the Legal Services Management Team.
• Deliver member training and support governance across the organisation.
• Deputise for the Monitoring Officer, including attendance at high-level meetings.
• Support and progress the organisation’s wider corporate agenda.

Essential Experience & Skills

• Qualified solicitor, barrister, or equivalent legal professional.
• Extensive experience in contracts, property, planning, and highways law.
• Strong leadership experience managing legal teams.
• Proven ability to negotiate complex legal agreements.
• Experience advising senior stakeholders and committees.
• Excellent communication, governance, and stakeholder management skills.
