Overview

We are looking for an exceptional Commercial & Procurement Specialist to join our Major Programme Services (MPS) team, helping to deliver complex projects across Defence, major projects & infrastructure, transport, and public sector. The role will play a pivotal part in executing procurement across various industries and leaders in UK client-facing long‑term assignments.

Responsibilities

  • Design and run major procurements, helping clients understand their requirements, develop procurement and contracting strategies, create commercial agreements, and advise on market best practices.
  • Project‑manage procurement, including supplier engagement, tender evaluation, negotiation, deal closure, and business case development for launch and award of agreements.
  • Advise on and implement systems and processes for transitioning from legacy to new frameworks and contracts, managing major contracts and related business change.
  • Review client procurement and commercial performance and lead programmes to restructure the function, improving capability through category and supplier relationship management and sustainable supply chains.
  • Support renegotiation and improvement of agreements and resolve major disputes.
  • Provide effective commercial management for PA’s largest complex assignments, often with large collaborative teams.

Qualifications

  • Experience with large, complex procurements in equipment, digital services and infrastructure.
  • Strong understanding of the procurement lifecycle and capability to identify procurement and commercial strategies, manage sourcing processes, evaluate tenders, negotiate, close deals, and manage major contracts.
  • Experience advising on contract terms and designing agreements to secure the best market outcomes.
  • Excellent interpersonal skills and ability to manage multiple stakeholders.
  • High‑level experience with major government procurements, including approval processes.
  • Familiarity with NEC contract forms is an advantage.
  • Ideally holding MCIPS or MRICS Chartered status.
  • Project management or financial management skills are an advantage but can be learned.
