In line with the globalization strategy and vision of the company, the Global Payments team builds a platform to provide cross-border payment solutions for all of ByteDance’s products and services that are growing rapidly worldwide. We are seeking an experienced Compliance Officer to oversee and manage compliance initiatives with regard to group payment activities in the UK. This role requires extensive knowledge of UK laws and regulations applicable to payment and e-money services. We are seeking candidates who have been approved by the FCA to perform the role of compliance officer or MLRO for an authorised payment or e-money institution. This role will report to the Head of Payments Compliance, EMEA. This position will be located in London.

Key Responsibilities

  • Work with relevant stakeholders to identify the product(s) to be supported by a UK payments licence.
  • Develop a plan to seek a licence to support such product(s) with clear steps and timeframe to authorisation.
  • Lead the application to the FCA for a UK payment/e-money licence.
  • Act as the key point of contact for the FCA with regard to the licence application.
  • Support the hiring of key team members to perform the roles of CEO, CFO, CRO, MLRO, CISO, etc.
  • Lead on the preparation and review of the application file and associated documents expected to be submitted to the FCA during the application process.
  • Provide timely updates to key Bytedance Global Payments stakeholders on progress with preparation for licence application, early issue identification & escalation and, following submission of application to the FCA, progress on the application process itself.
  • Ensure the UK Compliance programme has effective regulatory compliance processes and controls which reflect the business and regulatory requirements.
  • Support the identification of suitable executive and non‑executive Board members and support the development of effective local governance for the UK entity, which reflects the local autonomy and decision‑making expected by the FCA.
  • Report to the Board of Directors of the UK payments entity on relevant regulatory compliance matters.
  • Oversee and manage the operations of the UK compliance function including training, capacity planning, tracking team/individual objectives and key results.
  • Drive a culture of compliance across the business.
  • Develop and manage the key obligations register for the UK payments entity and work with colleagues in Assurance & Oversight together with Internal Audit to identify any gaps and ensure they are promptly remediated.
  • Collaborate with EMEA Head of Compliance, FinCrime Compliance and Compliance Product teams on product design to ensure compliance controls are in place and, if issues are identified, work with Compliance Oversight team to ensure remediation plans are implemented in a timely manner.
  • Monitor UK business adherence to legal and regulatory requirements pertaining to regulatory compliance and ensure effective processes to identify, communicate and deliver solutions to avoid potential breaches and/or incidents.
  • Represent the Global Payment Compliance team in external meetings with regulators, third‑party channel partners and be able to clearly and effectively articulate all of the payments product offerings and compliance controls.
  • Prepare and present compliance reports to senior executives and stakeholders.
  • When we are at advanced stage during licence application process, work with relevant stakeholders on the go‑to‑market strategy and plan so that we can launch product as soon as practicable following authorisation.

Qualifications

Minimum Qualifications

  • Prior approval by FCA as Compliance Officer of a UK‑based payments company.
  • Ability to prioritise effectively and identify key areas of improvement and implementation required from a regulatory point of view.
  • Expertise on UK/EU payment services and payment compliance regulations.
  • Ability to analyse and interpret complex regulatory frameworks and apply them effectively.
  • Ability to deal with multiple regulatory domains (e.g. regulatory licensing, consumer protection, payments, AML/sanctions, privacy, etc.) and to understand how they interact with one another.

Preferred Qualifications

  • At least 5 years of experience in regulatory compliance management, with a strong track record of regulatory engagement.
  • Deep understanding of international regulatory compliance regulations, standards, and best practices.
  • Excellent leadership and team management skills.
  • Strong analytical and problem‑solving abilities.
  • Exceptional communication and interpersonal skills.
  • Experience of wider financial services and/or crypto/stablecoin would be beneficial.
  • Similar compliance officer role in UK fintech or financial services industry preferred.
