This is a role with real influence: you’ll guide procurement activity across the organisation, support colleagues at every level, and help ensure that every contract delivers quality, value, and social benefit for the people of Pendle.
What You’ll Be Doing
- Ensuring procurement across the council is compliant, efficient, and aligned with strategic goals.
- Developing and maintaining procurement policies and procedures.
- Providing expert advice and training to staff across the council.
- Overseeing tendering processes and supporting effective contract management.
- Ensuring compliance with legislation, including the Procurement Act 2023.
- Leading on social value and sustainability within procurement.
- Managing supplier relationships and identifying opportunities for cost savings.
- Maintaining the Council’s Contract Register and working closely with Legal Services.
- Using emerging technology to improve procurement processes.
Qualifications
- CIPS Level 3 or 4 (or equivalent experience).
- Strong experience in public sector contract management.
- Ability to interpret legislation and develop compliant local policies.
- Extensive knowledge of current procurement regulations.
- Excellent communication skills, including report writing and presentations.
- Strong organisational skills and the ability to build effective working relationships.

Flexible Working
