Reporting to the Head of Emergency Preparedness, Resilience and Response (EPRR), the post holder is responsible for supporting the Head of EPRR to ensure the Trust has the necessary systems and processes in place to respond to planned and unplanned events that impact on the Trust’s ability to deliver its core functions. The focus is on protecting the Trust, its staff, and the patients it serves.

Key responsibilities include:

  • Deliver specialist advice, guidance and operational delivery systems to ensure the Trust can discharge its statutory responsibilities.
  • Support the Head of EPRR in providing the DCOO & AEO to the Trust and assurance to the Trust Executive and Board that the organisation meets legal duties.
  • Oversee development, approval and review of EPRR‑related plans and policies, drafting and approving related reports.
  • Ensure EPRR corporate responsibilities are met and act as subject‑matter expert for EPRR matters within the Trust.
  • Act as the designated CBRN trainer for the Trust and lead development and delivery of training and new initiatives for CBRN audit compliance.
  • Work autonomously, making highly complex decisions daily to achieve defined results.

Qualifications and experience

  • Extensive experience in an EPRR or emergency planning environment, preferably within the NHS.
  • Expert knowledge of current best practice within Emergency Preparedness, Resilience and Response (EPRR) for NHS organisations.
  • Deep understanding of EPRR, incident management and business continuity processes, and related legislation and guidance.
  • Experience in developing and reviewing BCM plans, ensuring they meet current best practice and statutory requirements.
  • Strong analytical, judgement and risk assessment skills, with ability to analyse complex data, produce reports and provide executive briefings.
  • Excellent communication skills, able to liaise with executive, senior management and external partners, and represent the Trust on NHS and multi‑agency meetings.
  • Negotiation and project management skills, delivering on specific deadlines for projects with Divisional senior management.
  • Confidentiality and awareness of legislative obligations for Emergency Preparedness, Resilience and Response.

Board support and partnership:

  • Maintain internal and external relationships with partner agencies to enable collaborative and multi‑agency response to significant incidents.
  • Support multi‑disciplinary task and finish groups on EPRR‑related issues across the Trust.
  • Provide strategic guidance on BCM plan design, production, review and validation for both Trusts.
