About the Role & Team

Gloucestershire County Council is seeking an experienced and forward‑thinking Senior Commissioning Manager to lead our strategic approach to joint commissioning with health partners. This is a critical leadership role at the heart of our Children’s Services transformation, working collaboratively across organisational boundaries to ensure children, young people and families receive the right support, in the right place, at the right time.

You will take the lead in developing and delivering integrated commissioning arrangements with health and system partners, including the Integrated Care System (ICS). The role will involve overseeing complex funding arrangements (including Sections 75, 76 and 256), driving innovation, and ensuring that services are outcome‑focused, high quality and provide value for money. You will also play a key role in strengthening partnerships and delivering system‑wide improvement.

About You

We are looking for a highly motivated and experienced commissioning professional who can demonstrate:

  • Significant experience in strategic commissioning, ideally within children’s services and/or health
  • Strong understanding of joint commissioning frameworks, including Sections 75, 76 and 256
  • Proven ability to work collaboratively across organisational boundaries
  • Excellent leadership, influencing and negotiation skills
  • A track record of delivering service improvement and managing complex programmes
  • A strong commitment to improving outcomes for children, young people and families

The council is not currently able to offer sponsorship in this role. Candidates will need to have right to work that enables them to commit to at least 6 months employment. Right to work is not transferable from a sponsored role held with another employer.
