Overview
We are appointing five highly skilled and experienced Non‑Executive Directors to the Local Audit Office Board to support the establishment and operation of the new statutory body, which aims to overhaul the local audit system.
Role and Responsibilities
These high‑profile roles provide independent oversight and strategic guidance to the Local Audit Office, ensuring that it operates with the highest standards of governance and accountability.
- Provide independent oversight and constructive challenge to the Controller of Local Audit and the Office’s executive management.
- Support the establishment of the Office, its key functions and strategic direction.
- Participate in board meetings and sub‑committees, contributing to informed decision‑making.
- Maintain operational independence and confidence of Ministers.
Stakeholder Engagement
- Represent the Office at external events and stakeholder engagements.
- Advocate for the profile of local audit across the corporate audit and regulatory landscape.
Regulatory Compliance, Risk & Performance Monitoring
- Monitor the performance of the executive team and the Office.
- Ensure effective risk management practices, identify and address potential risks.
- Ensure compliance with all relevant laws, regulations and standards.
- Provide oversight of the Office’s use of resources.
Person Specification
Essential Criteria
- Proven board‑level non‑executive director or senior leadership experience in large, complex public or private sector organisations.
- Strong knowledge of public sector governance, audit, risk and financial oversight.
- Demonstrated excellent strategic thinking and independent, objective judgement.
- Political astuteness and understanding of local and national government/Parliament.
- Strong communication, influencing and relationship management skills.
Desirable Criteria
- Strong understanding of the policy and regulatory framework for local financial reporting and audit.
- Relevant professional qualifications (accountancy, law, business administration).
- Experience working within local audit bodies, suppliers or regulators.
- Experience establishing or working within arm’s‑length bodies, leading regulatory transformation, and delivering sustainable reforms.
