Job Overview

Responsible for programme management of drug, alcohol and offending behaviour programmes within the establishment, ensuring delivery in line with required standards and supporting staff and prisoners to reduce reoffending.

Responsibilities

  • Manage and oversee the facilitation team and suite of interventions, ensuring appropriate guidance and support.
  • Ensure treatment managers are effectively managed and supported.
  • Maximise value of resources for the department.
  • Deliver all programme work in line with Accreditation Document baselines.
  • Plan effective delivery for the forthcoming year, ensuring sufficient spaces to meet performance targets and address prisoner and staff training needs.
  • Oversee delivery of complex/high‑intensity programmes such as the Sex Offender Treatment Programme.
  • Coordinate with psychological services to allocate resources for sex offender treatment programmes.
  • Attend relevant local and national meetings as required by audit processes.
  • Consult on the introduction of both accredited and non‑accredited programmes.
  • Ensure full staff participation in the supervision process.
  • Develop and monitor productive working relationships with all staff.
  • Manage delivery of clinical and non‑clinical offending behaviour interventions.
  • Liaise with the Senior Management Team, updating them on HMPPS policies related to Treatment Programmes.
  • Ensure all standards in programme manuals and audit documents are met.
  • Promote multidisciplinary team effort and integration within Accredited Intervention Meetings (AIMs), staff awareness sessions, and tutor support.
  • Manage group members and their specific treatment needs as part of the AIM team.
  • Integrate programmes with other establishment processes, including basic skills, counselling, assessment, referral, advice and Throughcare (CARATS), and drug strategy.
  • Produce data analysis of the local drug strategy for area reports.
  • Contribute to overall risk management, sharing information on high‑risk and dangerous offenders with relevant agencies, and support audit criteria performance.
  • Improve compliance with issues raised in action plans from Standards Audit, His Majesty’s Inspectorate of Prisons (HMIP), Measuring the Quality of Prison Life (MQPL), local self‑audit action plans and resettlement strategies.
  • Support achievement of Service Delivery Indicators (SDIs) targets agreed with the Deputy Director of Custody and Governing Governor, ensuring milestones are identified and communicated.
  • Maintain a safe working environment for staff, prisoners and visitors, ensuring Health and Safety legislation, safe systems of work and risk assessments are timely and faults reported.

Qualifications & Experience

  • Highly organised and committed to treatment and rehabilitation work.
  • Experience managing staff and processes.
  • Proficient in English; Welsh required if specified for the role.
