The London Borough of Enfield is seeking an experienced and confident Debt Recovery Officer to join our Parking Services team. This key operational role is responsible for managing the full debt recovery process for Penalty Charge Notices (PCNs), ensuring compliance with statutory requirements while delivering a professional and customer-focused service.

About The Role

Reporting to the Debt Recovery Supervisor, you will manage PCNs from debt registration through to closure, including court processes, statutory declarations, and enforcement agent instructions. You will liaise with external bodies such as the Traffic Enforcement Centre, County Courts, Enforcement Agents, and the DVLA, ensuring accurate record keeping, reconciliation of payments, and timely progression of cases.

This role also involves preparing court documentation, attending County Court hearings on behalf of the Council, responding to complex correspondence, handling debtor enquiries, and supporting service improvements through effective case management.

Key Responsibilities

  • Allocate and manage warrants issued to Enforcement Agents
  • Prepare court papers and attend County Court hearings
  • Process statutory declarations and witness statements (in-time and out-of-time)
  • Reconcile payments at debt recovery and enforcement stages
  • Respond to complaints, enquiries, and correspondence related to debt recovery
  • Liaise with external agencies including TEC, DVLA, and Enforcement Agents
  • Maintain accurate electronic and manual records
  • Support the induction and training of new or agency staff where required

About You

You will have proven experience in parking or traffic debt recovery, with a detailed working knowledge of PCN enforcement processes, traffic legislation, and statutory procedures. You will be confident dealing with the public and external stakeholders, able to explain complex processes clearly and professionally, and comfortable managing sensitive or challenging conversations.
