Job Description:

The Streetworks Compliance Officer role within the Highways Service plays a vital part in managing and overseeing streetworks compliance and statutory duties across Westmorland and Furness. The postholder will ensure the authority meets all legal and regulatory responsibilities relating to the coordination, approval, and monitoring of works carried out on the public highway. This includes ensuring that all streetworks and highway activities are properly planned, authorised, and coordinated to reduce congestion, improve safety, and minimise disruption to road users, residents, and local communities.

Role Description

As a Streetworks Compliance Officer, you will be responsible for monitoring and ensuring compliance with relevant streetworks regulations and permit conditions. Your daily tasks will involve conducting inspections, liaising with utility companies and internal teams. This is a full-time, on-site role based around Kendal and The Lakes, requiring regular engagement with external stakeholders and internal teams to uphold standards and contribute to the smooth functioning of all streetworks requirements.

  • Providing specialist technical advice, guidance, and support to colleagues across the highways service and utility companies helping to ensure consistent and compliant approaches to streetworks activities.
  • Acting as a key point of contact and interface with utility companies, contractors, elected members, and the public, supporting effective communication, resolving issues, and promoting collaborative working to achieve timely and efficient delivery of works on the highway.
  • Conducting inspections & audits to identify potential compliance risks and areas for improvement.
  • Monitoring ongoing operations to ensure adherence to legal requirements, internal policies, and quality assurance standards.
  • Providing training and guidance to operatives on compliance-related matters, fostering a culture of integrity and accountability.
  • Keeping abreast of changes in legislation or industry standards that could impact organisational compliance requirements.

Qualifications

  • Strong knowledge of Compliance Management and Regulatory Compliance standards.
  • Excellent communication skills to collaborate effectively with stakeholders and teams.
  • Attention to detail, problem-solving abilities, and a proactive approach to compliance issues.
  • Familiarity with streetworks legislation and higher education in a relevant field is a plus.

Skills

  • Strong knowledge of NRSWA and various streetworks codes of practice relevant to streetworks.
  • Ability to work alone and as part of a quality/safety driven team.
  • Analytical mindset with keen attention to detail for identifying potential risks or non-compliance issues.
  • Effective communication skills (both written and verbal), capable of liaising confidently with operatives, management, elected members and members of the public.
  • Ethical integrity coupled with a proactive approach to maintaining organisational standards.
