Role Overview

The Infrastructure Portfolio team, part of the Project Promotion team in the IT Planning, Reporting and Administration (IPR) department, is responsible for delivering EMEA and global technology projects on schedule and within budget.

Main Purpose of the Role

  • Plan, direct and govern one or more technology projects, ensuring quality, outcomes, timelines and cost requirements are delivered.
  • Scope each project and plan delivery across non‑IT and IT‑related initiatives.
  • Manage un‑resourced roles in line with published rules and timelines.
  • Engage stakeholders and establish effective project governance.
  • Create the baseline plan and scope; oversee adherence to schedule and budget, re‑plan and raise change controls without breaching approved limits.
  • Provide change‑management expertise to resolve conflict, mitigate risk and advise on decisions.
  • Structure project milestones and provide transparent reporting to portfolio stakeholders.
  • Support the portfolio manager in strategy execution and reporting.
  • Collaborate with business stakeholders to deliver clear outcomes.
  • Generate accurate, real‑time reporting from sources such as the General Ledger and PPM tools.

Key Responsibilities

  • Full lifecycle project management: from initiation to handover, ensuring compliance with the project delivery policy and maintaining data integrity.
  • Use central PMO reporting and regular stakeholder meetings to keep projects on track.
  • Sign off deliverables under the RACI matrix.
  • Run steering committees, working groups and ensure accountability for actions.
  • Support the Technology portfolio manager with governance and reporting.
  • Identify and resolve issues, errors and risks swiftly and within policy.
  • Lead analysis and present clear recommendations to senior management.
  • Shape and track project benefits to justify business cases.
  • Engage third‑party vendors within procurement policy.
  • Recruit and assign project delivery staff from internal teams.
  • Maintain governance of steering committees and working groups, ensuring quorate meetings, updated Terms of Reference and appropriate escalation.
  • Approve budgets, changes, go‑live decisions and closure activities.

Work Experience and Qualifications

  • Minimum 5 years proven track record delivering projects to financial institutions on time and within budget.
  • Experience in investment budget management and cost control.
  • Experience in allocating project costs and aligning them to department business plans.
  • Experience in resource review, stakeholder coordination and on‑time delivery.
  • Project and programme management expertise across multiple unrelated projects.
  • Governance design, RAID management and comprehensive reporting.
  • Document management and compliance with standards.
  • Project and programme closure ensuring risk acceptance or closure.

Preferred

  • Knowledge of banking regulations and regulatory projects.
  • Understanding of financial products and end‑to‑end processes.
  • Track record of building stakeholder relationships.
  • Experience negotiating vendor contracts.
  • Coaching, mentoring and leadership skills.
  • Experience delivering full project lifecycle using waterfall and agile.
  • Excellent communication at all levels.
  • Strong budgeting experience.

  • Financial cost categorization (capital vs expense).
  • Project and programme management, including change control.
  • Baseline control and management.
  • Project delivery from prioritization to closure.
  • Lessons learned and post‑implementation review.
  • Change risk management.
  • Adherence to controls such as SOX, third‑party risk, resilience, data protection.
  • Portfolio management: planning, delivery, reporting, risk and issue management, roadmap, financial control, resource management, governance.

Education / Qualifications – Essential

  • Degree level education.

Preferred

  • Relevant qualifications such as Prince2, PMI, Six Sigma or equivalent.
