HMS, part of Torus Group, is seeking an experienced and commercially driven Managing Quantity Surveyor – Developments to lead the delivery of our construction and development portfolio across the Northwest.

Reporting to the Commercial Director and managing a team of circa 10 commercial professionals, you will play a pivotal role in protecting and enhancing our commercial position across a £40m annual programme, ensuring projects are delivered safely, efficiently and in line with our target surplus. As a key member of the Senior Commercial Team, this is a high-profile leadership opportunity to influence strategy, drive performance and support the delivery of high-quality homes and sustainable communities.

What You Will Be Doing:

  • Leading and developing the Quantity Surveying team, creating a high-performance culture and supporting professional growth and succession planning
  • Taking ownership of the monthly Cost Value Reconciliation (CVR) process, providing clear and accurate financial reporting, forecasts and cost to complete positions
  • Driving strong commercial governance, cashflow management and cost control across multiple construction and development projects
  • Ensuring robust contract administration across main contracts and sub-contracts (including JCT / NEC), protecting the company’s commercial position at all times
  • Overseeing the final account process, promoting proactive relationship management and dispute avoidance
  • Supporting the Commercial Director in resource planning, business planning and the delivery of financial targets
  • Providing strategic commercial insight to pre-construction and operational teams to inform future tenders and improve performance
  • Acting as a visible and credible member of the leadership team, influencing key stakeholders and contributing to business growth and continuous improvement
  • Embedding best practice in health & safety, risk management, financial controls and commercial procedures

What We Are Looking For:

  • A professionally qualified Quantity Surveyor (degree or equivalent – NVQ Level 6 or above) with significant experience in a senior commercial leadership role
  • Strong working knowledge of construction contracts (JCT and/or NEC) and proven experience managing commercial performance across a complex project portfolio
  • A track record of leading, motivating and developing high-performing commercial teams
  • Experience within social housing, planned works, or development environments is desirable
  • Demonstrable experience of delivering accurate financial reporting, managing cashflow and achieving commercial targets
  • A confident communicator and negotiator, able to influence at senior level and build long-term relationships with clients, partners and stakeholders
  • A strategic thinker who can balance risk and reward while driving continuous improvement and innovation
  • A collaborative leader with the credibility and presence to operate as part of a senior management team
  • Full UK driving licence and the ability to travel across the region
  • Health & Safety qualification or working towards is desirable

Interview Process:

  • Candidates will be invited to attend an in-person interview at our Stonebridge office on Thursday 4th June or Friday 5th June 2026.. The selection process will include a competency-based interview and a presentation. Full details of the presentation brief will be provided to shortlisted candidates upon invitation to interview.
