We have an excellent opportunity for a Senior Highways Development Control Officer to join our Highways Development Team here at Wokingham Borough Council on a Full-time, Permanent basis.

As Senior Highways Development Control Officer you will advise on transport implications for development proposals, assess planning applications, and review Road Safety Audits. You’ll guide developers on Transport Assessments, negotiate infrastructure contributions, and represent the Council at Public Inquiries and planning appeals.

This role involves providing timely responses to planning consultations and conducting site visits to identify constraints. You will contribute to strategic planning, ensure compliance with highways legislation, maintain accurate records, and act as an Expert Witness for appeals and enquiries.

Key Responsibilities

  • Advise on the transport implications and highways impacts of pre-application development proposals
  • Assess planning applications and advise on transportation implications in alignment with Borough and Government policy
  • Provide high‑quality and timely responses to planning consultations
  • Advise on Transport Assessments and Travel Plans and carry out transport appraisals of development proposals
  • Review Stage 1 Road Safety Audits and ensure road safety issues are resolved satisfactorily by the developer/designer
  • Assist and guide developers on the scoping of any Transport Assessment required, including commissioning and review of strategic transport model outputs from the Borough’s modelling team
  • Carry out site visits to establish how the development will fit into the surrounding highway infrastructure and identify potential constraints

Candidate Requirements

  • Level 4 qualification in Civil Engineering or Transport Planning
  • Expert knowledge of street design, focusing on delivery of high‑quality streets through the planning process (e.g. 80–200 dwellings)
  • Excellent knowledge of traffic and speed management principles to support the delivery of safe highways for all users
  • Extensive experience analysing or interpreting industry software (such as Junctions 10)
