Purpose And Scope Of The Role

Tetra Tech is seeking a Senior Programme Manager to lead business continuity, health, safety, environment and quality activity across the water industry portfolio. This role brings together information management, KPI reporting, social value, STEM activity, onboarding, operational controls, carbon reporting, site assurance and compliance support, helping teams deliver safely, consistently and efficiently.

You will work closely with operational, programme and client teams to maintain reliable processes, strengthen governance and improve visibility across business and project activity. The role includes supporting manuals, handovers, inductions, audits, reporting and continuous improvement, ensuring that key information and standards are well managed and understood.

You will help improve resilience, support a stronger safety and quality culture and ensure important processes are clearly managed and applied. You will bring greater clarity and consistency to day-to-day operations, strengthen continuity arrangements, improve KPI and carbon reporting, and support initiatives that add value to clients, colleagues and communities.

Core Capabilities

  • Business continuity and operational support – Able to maintain practical systems and controls that support smooth business operations, service continuity and effective escalation routes.
  • HSEQ leadership – Able to lead practical health, safety, environment and quality arrangements across programmes and sites, promoting good practice and proportionate controls.
  • Information, KPI and reporting management – Confident in handling information accurately, tracking performance, producing clear reporting and supporting monthly and quarterly governance activity.
  • Site assurance, audits and compliance – Skilled in conducting site visits, inspections and H&S audits, identifying issues and supporting timely corrective action.
  • Stakeholder coordination and improvement – Able to work collaboratively across teams, support onboarding, social value and STEM activity, and contribute to wider business improvement.

Skills, Qualifications And Experience

Essential: a relevant degree; experience in business operations, programme support, continuity management or HSEQ leadership within the water industry or a similar regulated environment; experience within the construction or utilities sector; strong understanding of information management, operational processes, Health and Safety legislation, environmental management and quality systems; experience with audits, reporting and site assurance; strong computer literacy; full UK driving licence.

Desirable: chartership, or working towards chartership, with APM, CIWEM, CMIOSH, CIEH or another relevant professional body; NEBOSH qualification; IOSH membership; experience with CEMAR, Primavera P6, ProjectWise, NEC4 contracts or similar systems; experience with KPI dashboards, operational manuals, carbon reporting, QMS frameworks, social value reporting or STEM engagement.
