Energy Manager

The Energy Manager will be the Trust lead specialist with overall responsibility for establishing, monitoring and overseeing management of utilities across the Trust. The post holder will lead the staff who collate the metering data and ensure accurate records for electricity, gas, fuel and water consumption across the entire GSTT estate. The post holder will be responsible for checking the accuracy of payments to our energy suppliers and ensuring timely billing/recovery of costs from the Trust’s tenants or partners. Where opportunities arise, the post holder will seek innovative solutions to streamline energy management processes and support the Trust’s sustainability agenda by working closely with the sustainability team.
Main duties of the job
- Manage Trust utilities consumption, costs, and carbon footprint and drive down cost and carbon emission savings
- Manage the Trust utility supplier contracts including supporting the timely validation and processing of invoices to ensure service continuity
- Accountable for the invoice validation audit process and accurate tenant recharges for utilities, recovering c.£10 million in income for the Trust, per year
- Responsible for developing a metering, monitoring and targeting strategy to help the Trust track, analyse and manage its consumption of utilities across complex utilities distribution networks at multiple sites with ageing infrastructure, to monitor trends and target efficiencies in relation to utilities consumption and cost
- Develop systems and procedures to ensure compliance with relevant legislation/regulations relating to non-operational management of utilities, ensuring that these processes and records are audit ready
- Accountable for the provision of utility consumption, cost and carbon footprint data for the completion of the Estates Returns Information Collection (ERIC), Premises Assurance Model (PAM) as required and for carbon reporting
- Regular reporting on utilities consumption, costs and carbon footprint to the Trust executive in comparison to the annual set budget and advise on resources required to more efficiently manage utilities

Person Specification
Qualifications / Education
- Educated to degree level in a relevant discipline (e.g. science, energy, mathematics)
- Master degree in relevant subject or extensive relevant experience.
Professionals / Statutory Registration
- Evidence of CPD related to energy management and net zero
- Membership of relevant professional body such as the Energy Institute or equivalent
- Energy assessor (Energy Performance Certificates and Display Energy Certificates)
- Robust track record of delivering an energy management programme within a complex organisation e.g. Heat Decarbonisation Plan or Energy Management Plan including the installation of energy efficiency and renewable energy measures
- Demonstrable experience in securing internal funding and external grant applications for funding energy projects including through Public Sector Decarbonisation Scheme or equivalent.
- Experience of commissioning Energy Performance Certificates and Display Energy Certificates.
- Experience of managing the UK Emissions Trading Scheme for an organisation.
- Previous experience in a similar role within the NHS or comparable public sector organisation
Knowledge
- Specialist knowledge of statutory regulations and legislation and market trends on energy / utilities management and good practice in respect of energy / utilities management
- Knowledge of NHS guidance on energy / utilities management

- Excellent data management and analysis skills: analysing complex data sets from a range of internal external sources and producing energy / utilities management reports
- Manage relationship with Executive level project sponsors and associated reporting and governance requirements
- Highly developed inter-personal skills: liaise effectively across a large range of teams and individuals in order to obtain data and implement change
- Ability to develop, implement and monitor policies, procedures and systems to enable the management of energy / utilities
- Strong interpersonal skills to enable development of good working relationships with personnel outside the post-holder’s immediate team. Able to establish credibility and good relationships and manage those relations with sensitivity and diplomacy
- Excellent leadership skills with an open and participative line management style and an ability to motivate others.
