Join the West Midlands Combined Authority as a Monitoring and Evaluation Officer and play a key role in supporting the delivery of our investment strategy across the region. This is an exciting opportunity to work within the Commercial and Investment directorate, helping to ensure that WMCA’s portfolio of investments is monitored effectively, delivers against agreed objectives, and continues to provide value for money for the West Midlands.
Working closely with Constituent Authorities, internal directorates, West Midlands Development Capital, project sponsors and finance colleagues, you will monitor investment projects against business cases, funding agreements, outputs, milestones and budgets. You will provide clear performance reporting, identify risks and changes early, and support effective decision-making across investment governance.
We are looking for a proactive and analytical monitoring and evaluation professional with experience of business case composition, budget monitoring and project appraisal. You will be confident working across multiple projects, building strong relationships, processing complex information and presenting clear, concise updates that support delivery, assurance and continued value for money.
Note that this is a 6-month fixed-term contract, working part-time at 22 hours per week.
What you’ll be doing.
- Monitor existing investments to ensure business cases are being delivered on budget, on time and in line with agreed outputs.
- Extract key information from funding agreements, business cases and approvals, including conditions, outputs, milestones and budgets.
- Track and monitor delivery against agreed milestones, outputs and budgets.
- Discuss any departures from agreed plans with delivery bodies and recommend appropriate action.
- Produce clear and easy-to-follow performance data to support monitoring and evaluation activity.
- Prepare accurate and succinct dashboards for Investment Board, showing progress against project objectives.
- Support project closure activity, including evaluation of outputs, project success and lessons learned.
- Provide high-quality relationship management with WMCA directorates, Constituent Authorities, project sponsors, funders and partners.
- Work with the Assurance team on potential change requests, governance processes and regulatory compliance.
- Identify and elevate project risks, providing early warning to the Senior Investment Portfolio Manager.
- Liaise with finance colleagues to track budgets across projects and programmes.
- Recommend improvements to monitoring and evaluation processes and ways of working.
- Support the development of new projects so they are designed to deliver clear, measurable and quantifiable outputs.
- Provide ad-hoc support in compiling investment bids for new funding streams where required.
What’s essential.
- Experience of business case composition.
- A good understanding of budgets and the ability to assess and forecast costs against agreed budgets.
- Ability to report information in a clear, concise and appropriate manner.
- Ability to work across a variety of projects at the same time, prioritising effectively without compromising ongoing delivery.
- Ability to process complex information, assess what is important and prioritise actions following evaluation.
- Experience of project appraisal against outputs, budgets and timing.
- Strong relationship management skills and the ability to work effectively with project sponsors, delivery bodies and stakeholders.
- Ability to identify risks, issues and changes early and recommend appropriate action.
- Ability to produce clear performance reporting, dashboards and monitoring updates.
- A proactive approach to improving monitoring, evaluation and investment delivery processes.
- Degree level qualification in an appropriate subject.
Location.
The location for this role is 16 Summer Lane, Birmingham, B19 3SD with at least 1 day a week spent in the office.
