Overview

We help our clients progress on their transformation journey, from understanding this rapidly evolving landscape to designing and implementing impactful strategies and action plans all the way to their evaluation.

To support the continued growth of our Sustainable Finance, Climate and Biodiversity Policy practice, we are looking for a Consultant to join our team in Brussels, Spain or London. The successful candidate will work on flagship projects such as the Innovation Fund, climate diplomacy studies, and the transformation of our society toward a net‑zero, nature‑positive and socially just model. Your work will benefit clients such as the European Commission, national governments, and international and national development finance institutions.

Key Flagship Projects

  • Providing continuous expertise since 2019 to support the successful implementation of the EU Emissions Trading System’s Innovation Fund
  • Supporting the design of decarbonisation strategies and transition pathways at EU and national level
  • Supporting the development of a long‑term research and innovation agenda toward 2050 climate neutrality (see report here)
  • Designing Sustainable Finance Action Plans for different EU Member States (e.g. Poland, Italy) to redirect public and private capital toward the low‑carbon transition
  • Delivering the European Business and Biodiversity Platform since 2013 for the European Commission
  • Evaluating the impact of green bonds on supporting climate mitigation investments for the European Investment Bank and European Bank for Reconstruction & Development
  • Supporting National Promotional Banks in Poland and Spain with their sustainable finance strategies

Responsibilities

  • Support the delivery of projects for public and private clients
  • Support the deployment of discrete tasks and activities
  • Provide robust and sound qualitative and quantitative analysis and support the translation of complex data into meaningful and impactful recommendations
  • Engage with stakeholders through both quantitative and qualitative surveys
  • Support ICF’s thought leadership in climate policy, identifying emerging trends and opportunities and help translate these into new service offers that will benefit clients

Required Qualifications & Skills

  • Fluency in spoken English and excellent writing skills
  • Master’s degree in climate or environmental sciences, environmental economics, environmental engineering, political sciences, or a related discipline
  • Professional working experience of 2‑4 years in the field of climate policy at EU level, with an excellent understanding of the latest policy developments (e.g. Net Zero Industry Act; Climate Law; EU ETS; etc.).
  • Strong qualitative and quantitative analysis capability, including advanced knowledge of Excel and equivalent tools
  • Proven communication skills and track record in the field of stakeholder engagement, especially within public authorities and the business and finance community
  • Ability to work independently as well as within multi‑cultural, multi‑disciplinary consulting teams spread across several countries and time zones

Preferred Qualifications & Skills

  • Fluency in a second EU language
  • Entrepreneurial mindset eager to innovate and develop new solutions to address the climate and environmental crises

Right to Work, Location & Sponsorship (UK)

  • Have the legal right to work in the UK (or be eligible for sponsorship where applicable on a case‑by‑case basis); and
  • Be physically located in the UK on Day 1 of employment (or shortly before your start date).
