Feasibility Report for Developing a New Commercial Department
1. Project Background
The National Eisteddfod is considering developing a new commercial department at the Llanybydder Warehouse in order to create sustainable income streams, support national events, and offer local economic opportunities. To inform investment decisions, an independent Feasibility Report is required to assess the economic and operational potential of the venture.
As the National Eisteddfod is a registered charity, the feasibility study must also consider not only commercial viability, but also whether the proposed venture is appropriate for a charitable organisation, taking into account charity law, governance responsibilities, public benefit, and reputational considerations. Recommendations should reflect best practice for charities engaging in commercial activity.
2. Objectives of the Commission
The study will assess the feasibility of establishing a commercial department focused on:
- Manufacturing furniture for events
- Hiring furniture for festivals, community events, and national events across Wales
- Creating new and sustainable income streams
- Developing local skills and employment opportunities
3. Scope of Work
The report must include a comprehensive analysis of the following areas:
- A market analysis of Wales for event furniture, including competition, seasonal demand, and sector trends
- Assessment of initial costs, operating costs, and 5-year cash-flow projections
- Possible revenue models, including pricing options, additional services, and partnership opportunities
- Risk analysis, including operational, financial, and market risks
- Clear operational recommendations, including action steps, implementation timeline, and success criteria
4. Expected Working Method
The consultant or company should:
- Undertake primary and secondary market research
- Conduct interviews or consultations with key stakeholders (if relevant)
- Develop realistic and transparent financial models
- Provide objective analysis supported by robust evidence
- Deliver a clear, structured, and actionable final report
- Full Feasibility Report
- Executive Summary for senior management
- Short presentation (if requested) to present findings and conclusions
6. Timeline
- Expected start date: July 2026
- Final report submission date: October 2026 (Include a realistic timeline in your proposal.)
7. Evaluation Criteria

- Relevant experience in the events sector / feasibility analysis
- Quality of methodological approach
- Value for money
- Ability to deliver within the timeline
- Evidence of producing high-quality strategic reports
