Job Overview

We are seeking a motivated and detail-oriented Governance and Compliance Officer to join our Education & Families team. North Lanarkshire supports around 160 educational establishments, including schools and nurseries. This role is key to ensuring that financial, accounting and governance activities across these establishments are carried out in line with approved policies, procedures and best practice guidance. You will play a vital role in supporting Head Teachers and school staff to implement and improve governance arrangements and help ensure establishments comply with key policies including the management of establishment funds, devolved school management (DSM), and educational excursions.

Responsibilities

  • Supporting the development and review of financial and governance policies and procedures
  • Providing advice and guidance to Heads of Establishment on governance, financial and budget matters
  • Preparing and delivering training and guidance materials to staff on key processes
  • Undertaking site visits to schools and nurseries to review compliance with agreed policies
  • Analysing data and preparing reports, briefings and performance information
  • Working closely with colleagues in Finance, Internal Audit and other Council Services
  • Assisting with business planning, financial modelling and Service projects
  • Supporting responses to Internal Audit recommendations and Service Improvements

Qualifications & Experience

You should hold an HNC in Accounting or an AAT Level 2 Certificate in Accounting (SCQF-Level 6), or an equivalent qualification. The AAT Qualification level 4 Diploma in Professional Accounting (SCQF-Level 8) is desirable but not essential. Extended practical experience within a finance, audit or governance setting is essential, as is experience of using spreadsheets and databases. Ideally, applicants will have experience of public sector accounting and financial ledger/accounting systems. You should have knowledge of online and management information systems and PC based software, demonstrate evidence of analytical skills, good numeracy, communication and interpersonal skills, be a team player, work on your own initiative and manage multiple competing demands with tight deadlines. Report writing and presentation skills are desirable. You must be able to travel within North Lanarkshire Council boundaries and hold a satisfactory PVG (children) check.
