Job Description:

Cpl Life Sciences are seeking a Senior Health (HTA) Economist to help support a top Global Pharma client in a leading role in developing the health economic (HE) skills of the HTA (health technology assessments) team, in signing-off HTA submissions and in acting as a thought-leader in Health Economics methodology and policy.

Role Summary

Key Responsibilities:

Strategic Leadership

  1. Be an active member of the HVLT, shape both the HTA and H&V vision and strategy, particularly as it relates to HE methods and policies that can positively impact the reimbursement landscape in the UK.
  2. Direct & implement efficient processes for HE modelling and related skills, standards, techniques and tools required for optimal HTA strategy and submission.
  3. Be an ambassador for H&V as a HE expert both internally (x-functionally at a local and global level) and externally and support a one-H&V mindset within the team.
  4. Be a HE thought-leader and develop strategic partnerships and research collaborations with key external experts that help shape the HTA environment we operate in.

Strategic Partnership

  1. Partner with cross-functional colleagues (within and outside H&V) to guide HTA team on the implementation of comprehensive health economic and outcomes research (HEOR) evidence generation strategies to support the value proposition of early pipeline and pre-launch assets.
  2. Work in collaboration with the Asset & Access Team and Operations Lead to ensure the HEOR activities are aligned with the end-to-end Market Access (MAx) strategy.
  3. Partner with the HTA Team Lead to continually upskill the HTA team in areas such as developing early asset evaluation, robust value propositions and HTA negotiation skills, in order to demonstrate the holistic value of medicines & vaccines.

Quality Assurance of HTA Projects

  1. Ensure the development of an early crude economic model for every asset and support the HTA team to identify and share cross-functionally the areas of biggest uncertainty needing resolution for reimbursement as well as find creative solutions to address uncertainty.
  2. Conduct regular review points during, and after, HTA submissions to ensure learnings are embedded within the HTA team.
  3. Share accountability with head of H&V for sign-off of HTA submissions.

Resourcing

  1. Oversee the development and delivery of HEOR plans and provide clear guidance for the HTA team to maximise business impact across the portfolio.
  2. Bring rigour to the management of HTA vendor budget management, timelines and deliverables.
  3. In partnership with the HTA Team Lead, ensure HTA resources are deployed effectively to ensure business continuity and transformative potential.
  4. Support the HTA team leader with respect to recruitment, coaching/mentoring, and training of the HTA team and be an empathetic leader for the HTA analysts and associate managers.

Relevant Experience and Skills Required:

Qualifications:

  1. Postgraduate qualification in Health Economics.

Experience:

  1. Demonstrable experience in all aspects of HTA submissions to NICE, SMC & AWMSG.
  2. Experience of designing, building and adapting health economics models.
  3. Significant experience of programming and software such as VBA, SAS, R.
  4. Significant experience of conducting evidence generation (SLRs, NMAs).
  5. Evidence of publication in peer-reviewed journals on topics related to health economics.

Skills:

  1. Strong research skills, with ability to build, adapt and critique health economic models and source data inputs.
  2. Existence of, or ability to develop, internal and external networks.
  3. Executive presence and ability to interact effectively with all levels of the organization.
  4. Demonstrated time management skills, including the ability to manage own time and others’ time to meet deadlines and the ability to manage multiple projects simultaneously.
