Overview
The London Borough of Harrow is seeking a dedicated professional to provide high‑quality advice, support, and mediation services to tenants and landlords within the private rented sector. This role focuses on ensuring compliance with housing legislation, including the Renters Rights Act (coming into force on 1 May 2026), and on promoting positive, sustainable tenancy relationships. Working proactively and preventatively, the postholder will use relevant statutory powers to investigate and respond to illegal eviction, harassment, and non‑compliance with housing law. They will operate in accordance with established codes of practice and in close collaboration with key partners such as the Police, Housing Enforcement, and a range of internal and external stakeholders. The role plays a vital part in preventing illegal evictions and addressing breaches of the Renters Rights Act and related housing legislation. The postholder will support tenants in understanding their rights while ensuring that landlords meet their legal obligations. By contributing to early intervention, dispute resolution, and enforcement where necessary, the role helps to prevent homelessness and uphold lawful, fair practice across the private rented sector.
About You
- Significant recent experience in the field of tenancy relations work or in letting and managing rented property or in homelessness prevention work.
- Experience of investigating criminal offences and interviewing witnesses and alleged perpetrators in accordance with PACE and CPIA.
- Ability to oversee confidential and sensitive information.
- Ability to prioritise workload and ensure all tasks are met within deadlines.
- Sound knowledge of landlord and tenant law and of practical and procedural requirements.
- Working knowledge of housing construction and standards.
- Good knowledge and understanding of local government’s housing role and of current issues concerning tenancy relations, conditions and standards.
- Working knowledge of other housing issues including homelessness, HMOs and enforcement of housing standards.
- Good knowledge of the personal safety issues associated with lone working.
