The M&E Operations Manager is responsible for leading, coordinating, and managing all mechanical and electrical works across multiple construction projects. This includes strategic planning, operational delivery, technical assurance, compliance, commercial oversight, and team leadership. The role ensures projects are delivered safely, on time, within budget, and to the required quality standards expected of a Tier 1 / Tier 2 contractor.
Key Responsibilities
1. Operational Leadership
- Lead the planning, execution, and delivery of M&E services across multiple projects from pre-construction to handover.
- Coordinate with project managers, design teams, subcontractors, and clients to ensure seamless integration of M&E works.
- Drive consistent project delivery methodologies, standards, and performance metrics.
2. Technical & Design Oversight
- Review and approve M&E design packages, technical submissions, value-engineering proposals, and change requests.
- Provide expert technical guidance across mechanical, electrical, public health, controls, fire systems, and specialist packages.
- Ensure compliance with relevant codes, regulations, and industry standards.
3. Health, Safety & Compliance
- Champion a strong safety culture across M&E operations.
- Ensure all works comply with company H&S policies, CDM regulations, statutory obligations, and QA procedures.
- Oversee commissioning, testing, inspection, and certification processes.
- Develop and manage M&E budgets, forecasts, cashflow, and procurement strategies.
- Support tendering, bid submissions, and commercial reviews, including subcontractor evaluations.
- Identify and mitigate project risks, variations, and commercial exposures.
- Develop, monitor, and control M&E programmes, ensuring integration with main construction schedules.
- Track progress, manage delays, oversee recovery plans, and report performance to leadership and clients.
6. Supply Chain & Stakeholder Management
- Lead relationships with M&E subcontractors, consultants, suppliers, and key partners.
- Ensure high-quality delivery, performance monitoring, and continuous improvement within the supply chain.
- Engage with clients, designers, local authorities, and utilities providers.
- Manage, mentor, and develop M&E engineers, supervisors, coordinators, and project teams.
- Foster a culture of accountability, technical excellence, and professional growth.

Education & Qualifications
- Degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering advantageous but not essential
- CSCS Manager / Professionally Qualified Card.
- SMSTS or equivalent safety qualification.
- Strong understanding of industry regulations, British Standards, and building codes.
Experience Requirements
- 8+ years’ experience in M&E project delivery within the construction sector.
- Demonstrated success in managing multidisciplinary teams and subcontractors.
