About The Role

Balfour Beatty Investments (BBI)—the investment arm of Balfour Beatty plc—is seeking a Development Director with strong project finance expertise to join our New Business team and play a central role in bidding, structuring and transacting complex real estate and infrastructure schemes. You’ll lead the financial and commercial structuring of major projects across sectors including residential housing, PBSA, transport, water, transmission and primary care—reviewing financial models, analysing key inputs, shaping financing assumptions and designing bankable structures that support value and successful financial close.

You will initially support a major London residential scheme, applying your experience in arranging development finance, including forward funding, forward purchase and LTC based structures. You’ll also contribute to projects across our growing portfolio, working closely with JV partners, advisors and internal teams to drive financial strategy, negotiate commercial positions and lead workstreams with a high degree of ownership and proactivity.

What You’ll Be Doing

Financial Structuring & Modelling

  • Leading the financial and commercial structuring of a large scale projects spanning Real Estate, Transport, Water, Transmission & Healthcare.
  • Reviewing, challenging and optimising financial models and development appraisals prepared by internal teams and advisors.
  • Running sensitivity and scenario analysis to assess risk exposure and model resilience.
  • Evaluating commercial, project and equity risks to ensure alignment with BBI’s investment criteria.

Commercial Negotiation & Transaction Delivery

  • Negotiating heads of terms, purchase agreements, debt financing structures and forward funding arrangements.
  • Preparing, reviewing and negotiating loan agreements and financing documentation.
  • Supporting bid submissions, investment papers and governance reporting.
  • Contributing to land acquisition, tender processes, project award and Financial Close activities.

Project Leadership & Coordination

  • Coordinating multidisciplinary teams and maintaining momentum toward key milestones.
  • Working collaboratively with JV partners, advisors, contractors, lenders and internal stakeholders.
  • Monitoring project costs and supporting budget control and invoice approvals.

Development & Analysis Support

  • Engaging with key stakeholders.
  • Conducting demand and supply assessments and competitor benchmarking.
  • Supporting financial modelling, funding analysis and commercial structuring for new opportunities.
  • Assisting with procurement, tender processes and consultant/contractor engagement.

Market, Planning & Governance

  • Undertaking market research, city and location analysis, and pipeline assessments.
  • Liaising with planning and regulatory bodies to support scheme progress.
  • Preparing and presenting investment papers and committee ready reporting.

Who We’re Looking For

Professional Background

  • Proven experience within project finance.
  • A relevant postgraduate or professional qualification (finance, accounting).
  • Proven experience structuring and arranging project & development finance.
  • Experience relevant to or transferable into the target sectors.
  • Strong business development capabilities with excellent written communication skills.
  • Exceptional financial and analytical skills, including appraisal review and development modelling.
