Main duties of the job

NPCsPCN Team supports PCNs with the management of their PCNs and delivery of theircontract, the Network Contract DES, and setting the foundations to move intoneighbourhood working. The Team provide a variety of support, including but notlimited to: management, project, HR / personnel, compliance and financial. Thispost is a PCN and Neighbourhood Development Manager, who will be a member ofNPCs PCN Team and will be jointly responsible for the delivery of NPCs PCNservices.

Thepost holder will support with management of the PCNs and transition Networksinto the new neighbourhood ways of working as per the NHS 10 year plan,providing managerial, analytical and development support. This post requires aflexible can-do attitude with adaptability, a responsive, positive approachto change, and attention to detail.

Job responsibilities

The key responsibilities of the role are as follows:

  • To have a good understandingof the PCN Network Contract DES, and to be able to support PCNs with theirdelivery of this contract, including key areas such as Enhanced Access and ARRSstaff rules.
  • To understand and support PCNswith managing their budgets, including DES monies, ARRS funding, and additionalpayments, such as IIF.
  • To provide governance andadministrative support to the PCNs. This will include preparing meeting agendasand associated papers, taking notes, updating action logs, and managing PCNdata.
  • To act as a point of contactfor allocated PCNs.
  • To act as a Line Manager fornamed ARRS staff, including both clinical and non-clinical staff. This willinclude providing day-to-day support, as well as being responsible forcompleting return to work and appraisals.
  • To support all members of thePCN, and wider NPC Teams.
  • To provide ongoing support tothe Clinical Directors and GP practices within the PCNs, ensuring there isregular communication, that PCNs remain engaged, and that there is sharedunderstanding of the PCNs goals.
  • To work collaboratively withlocal system partners. To manage and actively promote relationships with keystakeholders, including, but not limited to: provider organisations, VCSE andnon-statutory organisations.
  • To support with the managementof contracts, including sub-contractors with providers, being responsible forregular provider management review meetings.
  • To oversee and manage thedelivery of PCN specific and the wider PCN / NPC Team projects.
  • To assist with writingExpressions of Interest / bids.
  • To assist with the review ofand interpretation of data, to support the development of primary care atscale, and to aide PCNs with their delivery of Population Health Managementwork.
  • To provide leadership in thedesign and implementation of neighbourhood working, supporting systemtransition in line with the Governments 10 Year NHS Plan.
  • To act as a source ofexpertise for practices on neighbourhood development, including interpretationof guidance and implementation of agreed ways of working.
  • To work with practices withinthe networks to identify areas of common concern or potential for collaborativeworking to improve the resilience of general practice, sustain local servicesand support recruitment and retention of key members of the primary careworkforce.
  • To use knowledge of local andnational strategies and frameworks to further develop the work of the PCNs,seeking opportunities to gain additional funding to enhance the scope and paceof development.

Person Specification

Skills and Abilities

  • Ability to communicate complex and sensitive information effectively with a range of stakeholders at all levels by telephone, email and face to face.
  • Ability to follow legal, ethical, professional and organisational policies/procedures and codes of conduct.
  • Excellent interpersonal, influencing, negotiation skills and organisation skills.
  • Ability to work under pressure and to meet deadlines.
  • Ability to maintain confidentiality.
  • Ability to use own initiative, discretion and sensitivity.
  • Full driving license.

Experience

  • An understanding of the background to and aims of current healthcare policy.
  • Experience of working with or in the NHS or public sector.
  • An understanding of the Network Contract DES and what this requires of practices / PCNs.
  • An ability to understand and analyse information, and to be able to write comprehensive reports for a range of stakeholders.
  • Ability to understand specifications and to produce project proposals / plans.
  • Experience of managing staff, both clinical and non-clinical.
  • Experience of undertaking service improvement(s).
  • An appreciation of the new NHS landscape including the relationship between individual providers, PCNs and commissioners.
  • Experience of working in general practice.
