Overview

We are looking for an experienced and motivated Systems & Compliance Manager to join our Revenues and Benefits Service. This is a senior leadership position with a strong technical focus. You will be responsible for managing the systems support function that underpins the delivery of Revenues and Benefits services, ensuring systems are maintained, developed and fully compliant with legislative requirements. You will oversee the day-to-day support of Revenues and Benefits software applications, ensuring they operate effectively and meet the needs of both the service and wider council users. This includes managing system upgrades, leading the testing of new releases, and diagnosing and resolving application issues to maintain compliance and performance. You will lead on system upgrades and testing, diagnose and resolve application issues, and drive key system improvements and digital change initiatives to enhance service delivery.

Responsibilities

  • Lead the Systems Support Team, ensuring high performance and continuous improvement.
  • Ensure system compliance with legislation and audit requirements, including the annual subsidy audit.
  • Work closely with senior leaders, elected members and external stakeholders, providing expert advice and guidance.
  • Contribute as a key member of the Revenues and Benefits leadership team.
  • Lead on system upgrades and testing, diagnose and resolve application issues, and drive key system improvements and digital change initiatives to enhance service delivery.

Requirements / Qualifications

  • Experience of managing complex systems, ideally within Revenues and Benefits.
  • Strong understanding of relevant legislation and external audit compliance requirements.
  • Strong analytical and problem-solving skills, with the ability to diagnose and resolve system issues.
  • Experience of leading system improvements or change projects.
  • Proven ability to lead teams, drive performance and deliver service improvements.
  • Excellent communication and stakeholder management skills with the ability to influence at all levels.
  • Proactive, solutions-focused and committed to continuous improvement.
