About the Role

Nottingham City Council is seeking a District Heating Procurement Officer to support its Enviroenergy service, which delivers heat and power to over 5,000 homes and 100+ commercial premises via an extensive district heating network. In this pivotal role, you will lead procurement activities, sourcing, evaluating and awarding contracts for goods, services and works that underpin the operation and growth of the district heating infrastructure.

You will ensure all procurement is sustainable, compliant and cost‑effective, while also managing supplier performance and contractual obligations. Working closely with internal teams, suppliers and contractors, you’ll develop strategies that support the Council’s environmental and commercial objectives, contribute to the local economy and maintain high standards of service delivery.

The role also involves providing expert guidance on procurement best practices and contract management, helping to mitigate risks and drive continuous improvement.

Qualifications

  • Bachelor’s degree or similar in Business Administration, Procurement, Supply Chain Management, or a related field
  • Ability to plan and manage procurement timelines, milestones and budgets to deliver on schedule.
  • Strong analytical skills for market analysis, benchmarking and KPI tracking; attention to detail in documentation and reporting.
  • Clear, engaging communication and the ability to work collaboratively with internal stakeholders, suppliers and contractors.
  • Problem‑solving and innovation: confidence to propose improvements and adopt digital tools that enhance efficiency and transparency.
  • Demonstrated personal accountability, drive and motivation to deliver against challenging objectives, along with a strong commitment to EDI.
  • Risk identification and mitigation across procurement and contract management activities.
