Urban Project Manager

We are looking for a highly resilient Urban Project Manager to lead the delivery of a large-scale infrastructure and urban development project in Libya.

Essential Duties and Responsibilities

Strategic & Planning

• Direct the pre-construction, master planning, and design phases of Libyan urban projects.
• Collaborate with UK-based engineering, procurement, and architectural teams to ensure designs meet local Libyan topographical, cultural, and infrastructural realities.
• Develop comprehensive project charters, baseline schedules, and budget forecasts .
• Liaise with international stakeholders, investors, and UK-based government/export officials.

Execution & Operations

• Oversee daily site operations, ensuring compliance with local regulations and international building codes (FIDIC).
• Manage complex supply chain logistics for importing heavy machinery and building materials into Libyan ports.
• Act as the primary point of contact for Libyan municipal authorities, ministries, and local sub-contractors.
• Implement strict security protocols and HSE (Health, Safety, and Environment) policies tailored to high-risk environments.

• Requirements: 10+ years of multi-million-pound civil infrastructure experience and a relevant Engineering/Construction degree (PMP/CEng preferred).

• Travel: Requires scheduled rotations between London and Libya.

• Specialized Experience: Proven MENA region experience, with strong cultural intelligence. English fluency is required; Arabic is highly desirable.
