Financial Recovery Programme | NHS Interim Assignment

Outside IR35 – Working away 3 days a week

An NHS organisation is seeking an experienced interim Project Delivery Manager to lead the largest workstream within a major Financial Recovery Programme, focused on workforce optimisation and reducing reliance on temporary staffing.

This assignment will focus on delivering sustainable workforce solutions across medical, nursing and allied health professional staffing, reducing agency, locum and bank spend while strengthening permanent workforce capacity.

Working closely with operational leaders, HR teams and clinical services, you will implement practical changes that improve workforce planning, rostering and recruitment efficiency.

Key Responsibilities

Reducing Temporary Staffing Spend

  • Lead initiatives to reduce reliance on agency, bank and locum staffing
  • Improve vacancy management and workforce planning processes
  • Identify sustainable staffing solutions that support safe service delivery while reducing costs

Improving Recruitment Efficiency

  • Work with HR teams to streamline recruitment processes and reduce time-to-hire
  • Identify barriers within current recruitment pathways and implement improvements
  • Support services to accelerate conversion of vacancies into substantive appointments

Enhancing Rostering & Job Planning

  • Improve the effectiveness of e-rostering systems and workforce deployment
  • Support better workforce utilisation through stronger planning and scheduling processes
  • Contribute to improved medical job planning approaches

Data-Driven Workforce Planning

  • Analyse workforce data including rotas, vacancy levels, temporary staffing usage and demand patterns
  • Develop evidence-based workforce plans that improve efficiency and reduce costs

About You

You will be a senior operational healthcare leader with strong experience in workforce transformation or staffing optimisation within complex healthcare environments.

You’ll bring:

  • A deep understanding of medical staffing, nursing workforce models and rostering systems
  • Experience delivering cost improvement through workforce optimisation
  • Strong analytical capability and the ability to translate workforce data into practical action
  • Confidence working collaboratively with HR, operational leaders and clinical teams

This is a highly visible assignment offering the opportunity to deliver meaningful financial and operational improvements across a large healthcare workforce.
