Asset Management & Property Services (AMPS)
This is a pivotal role within our Asset Management and Property Services (AMPS) team, offering the opportunity to drive a multi‑year programme of new‑build developments, major refurbishments, and strategic asset improvements across our county-wide property estate.
What you’ll lead
As Programme Manager, you will:
- Provide strategic programme leadership across a wide range of major capital projects, ensuring alignment with our priorities and service needs.
- Develop and manage programme governance, including controls, reporting frameworks, risk management, and performance indicators.
- Engage and collaborate with services, senior leaders, schools, communities, and external partners to maximise project value and drive service transformation.
- Oversee programme-level financial management, including budgeting, forecasting, business cases, and funding approvals.
- Offer technical and delivery assurance, working closely with internal specialists and external consultants across design, compliance, sustainability, and construction.
- Manage programme-wide risks and issues, navigating commercial pressures and inter dependencies to ensure successful delivery.
- Lead multi‑disciplinary teams, fostering a collaborative, solution-focused, high‑performance culture.
You will bring:
Experience
- A strong track record delivering large‑scale, complex capital programmes in construction, property, estates, or infrastructure.
- Experience managing multiple high‑value projects from concept to completion.
- Evidence of establishing governance, risk management systems, and structured reporting.
- Proven success leading multi-disciplinary teams and managing consultants and contractors.
- Demonstrable budget management experience across multi‑million‑pound programmes.
Knowledge & Skills
- Strong financial and commercial acumen with experience developing business cases and navigating complex funding structures.
- Proven ability to manage risks, resolve issues, and coordinate interdependent workstreams.
- Outstanding communication skills and confidence engaging with senior stakeholders, boards, elected members, and directors.
- Excellent analytical, reporting, and presentation skills.
- Exceptional organisational ability with a talent for balancing competing priorities.
