The role:
We are seeking a Senior Payroll Transformation Consultant with SC Clearance to support a large-scale HR & Payroll transformation programme. In this role, you will act as a hands-on payroll SME, ensuring payroll accuracy, compliance, and integrity throughout system transitions and service changes, and work closely with HR, Payroll, Finance, programme teams and third-party stakeholders.
This is an excellent opportunity for someone who has deep UK payroll expertise, strong analytical capability and experience working in complex, high-volume environments to make a significant impact in a large-scale transformation programme.
Responsibilities:
- Process and oversee end-to-end payroll activity including starters, leavers, changes, deductions, retros and corrections
- Apply expert knowledge of UK payroll legislation to ensure compliance across all payroll outputs
- Act as a technical escalation point for complex payroll issues and high-risk scenarios
- Support payroll transition activities including parallel runs, validation and reconciliation across systems
- Identify and resolve data integrity issues impacting payroll calculations and outputs
- Contribute to service design and operating model development ensuring payroll requirements are embedded
- Develop payroll documentation including SOPs, process maps and test scripts
- Support testing, cutover and hyper care phases to ensure a smooth transition into BAU

- Effective identification and resolution of payroll discrepancies and risks
- Strong stakeholder confidence in payroll outputs and processes
- Successful transition with minimal disruption to employees and operations
Skills & Experience:
- Strong hands-on experience processing payroll end-to-end in a high-volume environment
- Active Security Clearance (SC Clearance)
- Expert knowledge of UK payroll legislation including PAYE, NI, statutory payments and pensions
- Experience supporting payroll transitions, including parallel runs and data reconciliation
- Strong analytical skills with experience in payroll variance analysis and root cause investigation
- Experience managing payroll controls, cut off processes and post-payroll reconciliation
- Excellent communication and stakeholder management skills across HR, Payroll and Finance
- Experience working in shared services, outsourced or regulated environments
- Ability to produce payroll documentation including SOPs, workflows and test scripts
Desirable skills:
- Experience with Oracle Fusion Payroll or similar ERP systems
- Experience working on large-scale transformation or ERP implementation programmes
- Background in public sector or highly regulated environments
- Experience working with system integrators or consulting partners
