The Opportunity – What You’ll Lead
As Head of Technical Services, you will provide senior strategic leadership across Via, ensuring the highest levels of technical excellence, assurance and professional competence. You will play a key role in shaping how we design, approve and deliver safe, efficient and future‑proofed highway infrastructure.
Key Accountabilities
- Act as Via’s senior engineering authority, setting the technical direction, establishing robust engineering governance and ensuring full compliance with national standards, legislation and industry best practice.
- Lead and grow multi‑disciplinary technical teams, fostering a culture of collaboration, accountability, innovation and continuous professional development.
- Provide strategic oversight of all Highways Design delivery, ensuring our preliminary, detailed and construction designs meet required technical, safety and quality standards.
- Oversee the entire Technical Approval process for S38/S278 schemes, ensuring developer‑led infrastructure meets adoption requirements and delivers best value for the authority and end users.
- Lead on engineering risk, assurance and decision‑making, applying sound professional judgement to ensure safe, efficient and sustainable outcomes.
- Shape workforce planning and technical capability, identifying future skills needs and ensuring teams are equipped to deliver a growing and evolving programme of work.
- Provide senior commercial, financial and governance oversight, ensuring design and consultancy services are cost‑effective, efficient, and deliver strong value engineering outcomes.
- Represent Via as a senior technical leader, building trusted relationships with clients, partners, regulatory bodies and industry groups, and acting as a key ambassador for our technical services.
What We’re Looking For
You’ll bring senior‑level engineering expertise, strong leadership presence and the ability to steer complex technical programmes within a high‑profile public infrastructure environment.
Essential Experience & Qualifications
- Chartered or Incorporated Engineer (ICE, CIHT, IHE, IStructE, IET) or significant equivalent senior technical experience in civil engineering or highways.
- Demonstrable senior technical leadership experience within highways, civil engineering or multi‑disciplinary design environments.
- Deep technical knowledge across highways engineering, structures, street lighting, ITS and associated infrastructure.
- Strong understanding of S38/S278 approvals, technical governance and statutory responsibilities.
- Proven capability in leading large teams, shaping technical strategies and managing risk at senior level.
- Strong commercial acumen with a track record of managing fee‑earning services, budgets, forecasts and value engineering.
- Experience of delivering engineering programmes within a local authority, public sector or major infrastructure organisation.
- Excellent communication and stakeholder management, with the ability to influence at a senior level.
