The Role
The Liaison Worker will collaborate with key partners to develop the understanding and commitment needed to sustain the Mockingbird Model. You should be able to work independently as well as part of a collaborative team. The post requires flexibility, as it includes evening and weekend working.
Cornwall Council has partnered with The Fostering Network to deliver the Mockingbird Family Model, which has been running in Cornwall for over 12 months and has established three constellations so far, with plans to extend further. A Mockingbird Liaison Worker will have an active role in the development of Mockingbird constellations alongside the Mockingbird Lead, and will be well organised and able to implement the Model with fidelity requirements. You will provide effective communication about the offer and work of the Mockingbird Constellation, ensuring that the Fostering and social work teams work effectively with the constellation and Hub Home Carer.
Key Responsibilities
- Work collaboratively with the Mockingbird Lead for the service to ensure constellations run smoothly and are within fidelity.
- Act as the primary link between the constellation and the service, with lead responsibility for communications between fostering teams, placement service, etc. and the Mockingbird constellation.
- Build relationships with each foster carer and each young person within their constellation.
- Ensure the needs of the fostering family household are well understood and supported within the constellation structure.
- Uphold regular contact with the hub home carer(s).
- Review the satellite carers’ attendance and participation in planned Mockingbird activities, support care, monthly constellation meetings and training.
- Provide emotional support to the hub home carer and create a safe space for guidance to be sought.
- Regularly participate in Mockingbird programme activities and social events.
- Advocate for access to resources and any additional support needed by the constellation and its members.
- Collaborate with the hub home carer to ensure constellation activities reflect the core Mockingbird values.
- Support the learning and development needs of the hub home carer and satellite carers.
- Provide quantitative and qualitative information and performance data reports to enable evaluation of impact.
This is a public/customer-facing role, where the statutory English language requirement for public sector workers applies. This position will be subject to an enhanced criminal record disclosure check.

Knowledge And Experience
- A comprehensive understanding of the Mockingbird model and the core values underpinning the model.
- Ability to build and maintain relationships.
- An understanding of the needs of young people in care.
- Direct experience of children experiencing trauma, attachment and associated disorders.
