Statutory Funding, Entitlement and Legislation Consultant (Health and Social Care)- Self-Employed

Pay Rate – Dependant on experience

Working Hours- Negotiable

Location – Nationwide (Remote)

About the Role

We are excited to introduce a new and evolving role within Emma Way Associates. This is a unique opportunity for a motivated and experienced professional to shape and develop a specialist consultancy position, supporting individuals with complex injuries to access statutory funding and entitlements.

Working alongside our expert case managers and legal teams, you will play a key role in navigating complex health, social care, housing and welfare systems to achieve the best outcomes for our clients.

About Us

Based in Rutland, Emma Way Associates provides bespoke case management and expert witness services for individuals who have sustained spinal cord injuries, brain injuries, amputations and other complex injuries.

Key Responsibilities

  • Advising and supporting case managers in navigating statutory health and social care systems to secure appropriate care packages and/or other statutory entitlements for clients.
  • Providing expert input on eligibility for statutory funding, including Continuing Health Care (CHC) and joint funding arrangements.
  • Completing, supporting or advising on the Decision Support Tool (DST) process and contributing to reviews, appeals and disputes.
  • Utilising professional knowledge and network contacts to support case working.
  • If desired and appropriate, management of own case management clients.
  • Providing specialist advice to legal teams regarding statutory entitlement provision and funding availability.
  • Advising on the interaction between statutory funding and personal injury claims, including:
  • How statutory funding fits within an award
  • Top-ups and restrictions
  • The complexities and impact of Personal Health Budgets
  • Considerations under Periodical Payment Orders (PPOs)
  • Considering and advising on complex factors such as:
  • Joint funding arrangements
  • Immigration and visa status
  • Recourse to public funds
  • Offering advice and guidance in relation to Safeguarding adults and children in order to protect individuals with care and support needs.
  • Working collaboratively and professionally with Emma Way Associates’ case managers and wider multi-disciplinary teams.
  • Maintaining up-to-date knowledge of relevant legislation, regulations and guidance especially in relation to associated case law.

About You

We are looking for someone with extensive experience in statutory services and funding pathways, who is confident working autonomously and providing high-level specialist advice.

You may currently work, or have previously worked, in roles such as:

  • Continuing Healthcare practitioner or manager within an Integrated Care Board
  • Senior practitioner or team manager within Adult Social Care
  • Complex discharge or commissioning roles within statutory services
  • Consultant or advisor specialising in statutory funding pathways, welfare rights and complex disability
  • Case manager with substantial experience navigating statutory funding for complex clients

Skills and Experience

  • Strong background in social care, health services or ICB settings
  • Extensive knowledge of statutory funding systems and entitlement frameworks
  • Experience with CHC and the Decision Support Tool (DST)
  • Understanding of key legislation (e.g. Care Act, Mental Capacity Act, Children Act)
  • Ability to manage complex cases, appeals and disputes
  • Excellent communication, analytical and advisory skills
  • Professional, organised and able to work independently
