Job Purpose:

The Technical Contract Manager will manage local Change Management and Quality Control at the facility.

The technical contract manager will also be responsible for:

  • Providing leadership, management, and development of a defined contract, ensuring financial, and operational commitments are met and exceeded.
  • Support CBRE teams and other stakeholders in the delivery of all services within the scope of the role, and provide shoulder to shoulder technical service input as required in order to enhance the credibility of the company.
  • Responsible for overseeing technical matters relating to the effective Plant and Equipment Maintenance on the site.
  • Liaison with Client to ensure all maintenance work is carried out in accordance with site policies and procedures and within health and safety legislative requirements. Undertake Authorised Engineer / AP duties, on site, available for support out of office hours.
  • Implement a wide range of standardised CBRE programs for maintenance operations, training and drills, reporting, document management, maintenance processes and procedures, and reporting of Building Management System (BMS), Electrical Performance Management System (EPMS), Uninterruptable Power Supply (UPS), and Computer Maintenance Management System (CMMS).
  • Coordinate achieving local or corporate level industry certifications.
  • This person will be the site representative for development and management of operations processes and procedures and their standardisation across the Site.
  • The Technical Contract Manager will have a strong mechanical and electrical background and will continuously review the Methods of Procedures (MoPs) for use in maintenance work on business‑critical infrastructure with the operational teams.
  • Own the implementation, standardisation, and ongoing ownership of the local Critical Environments Program.
  • Occasionally support the wider EMEA client portfolio with the same duties.

Key Tasks:

Health & Safety

  • Responsible for running Health & Safety meetings for the local site and standardising the local Health & Safety program to align with the corporate program to ensure full coverage and compliance.

Equipment Maintenance Planning

  • Create or validate a Scope of Service (SoS) for each unique equipment type.
  • The SoS contains the maintenance strategy, frequencies, durations, and detailed work scope based on engineering reliability methods, the manufacturer’s recommendations, site conditions, equipment history, industry standards, best practices, lessons learned, and service bulletins.
  • Seek to drive maintenance improvements to move to a condition‑based maintenance strategy.

Asset Lifecycle Enhancement

  • Create an asset lifecycle program to provide risk‑managed and cost‑effective options to the client, to operate a multi‑year investment program that is methodically risk‑managed.
  • Coordinate the program to ensure seamless implementation alongside the engineering operations of the site.

Quality Assurance

  • Manage the ongoing effort to modify and create processes and procedures in the areas of service delivery, operational readiness, safety, compliance and administration.
  • Review and enhance these processes and procedures regularly either as a result of field feedback or as part of a scheduled periodic review.

Quality Control

  • Manage technical review and approval of critical procedures, monitor program compliance, conduct audits and evaluate program effectiveness.

Quality Improvement

  • Translate process observations and measurements into local process improvements and coordinate with CBRE to ensure processes remain standardised across CBRE.

Change Management

  • Run a standardised CBRE formal change control process in conjunction with the client system for the local site and, where needed, the wider portfolio.
  • Ensure proper preparation, work procedures and documentation, notifications, follow‑through activities and exception handling are in place for maintenance activities.

Process Analysis and Design

  • Represent the site for the analysis and design of all critical environments programs.
  • Drive continuous improvement of energy performance for the site and, where needed, across the portfolio.

Contract Management & Financial Management

  • Provide leadership and ensure contractual commitments are met and exceeded.
  • Exploit opportunities for strategic contract development to deliver increased turnover and profitability, add additional services and projects, and re‑win contracts on re‑tender.
  • Develop contract financial plans for revenue and profit delivery, reduce WIP, debt, cost, and drive contract growth, ensuring these are met and exceeded.
  • Maintain sound financial and contractual knowledge of the service contract to enable monthly contract business reviews, identifying risk areas and opportunities for future development.

Resource Planning

  • Ensure optimum staffing structures operate across contracts, balancing cost reduction with the delivery of service excellence.
  • Ensure structures support peaks and troughs in workload and disaster recovery.
  • Ensure contracts are staffed by fully competent teams, monitor staff retention rates, and produce training & development plans.

Critical Environment Risk Management

  • Embed the CERMTM methodology across the Site and participate in the Crisis Management Team.
  • Take necessary action, statutory or otherwise, in the event of incidents and ensure such action promotes future prevention.
  • Provide impartial technical advice and direction to minimise repeat incidents or accidents.
  • Ensure systems and processes are in place for compliance with agreed CBRE DCS standards.

Training

  • Responsible for training or coordination of training for all CBRE critical environments programs.
  • Training spans across CBRE employees and outsourced staff.

Reporting

  • Run weekly and monthly meetings and planning sessions with the local site and client team.
  • Communicate site KPI analysis to a monthly Executive review in line with Account performance measures to drive operational improvements.

Decision Making/Budgetary Control

  • Make operational based decisions while keeping the CBRE UK Engineering Lead informed.
  • Support the operational team to keep site expenditure within annual budget targets for the account.
  • Support the correct process for obtaining quotations and seeking client approvals.

Success Measures/Objectives

  • Work as part of a team to ensure all KPIs/SLAs are delivered in line with Account Objectives.
  • Achieve satisfaction of the CBRE management and Customer Corporate Real Estate (CRE) team.
  • Maintain a positive attitude to training both for yourself and others.
  • Deliver financial commitments of the plan for the contract.
