To support the commercial delivery of a major local authority contract, working for a leading FM integrator. This is a key role responsible for ensuring robust cost control, commercial governance and value for money across a diverse portfolio. To provide support and guidance to the client, suppliers, and internal stakeholders regarding all aspects of M&E quoted, remedial and project works. Reviewing quotations to ensure value for money and qualitative solutions whilst considering opportunities for value engineering. Prepare reports to demonstrate savings, efficiencies, quality of workmanship, adherence to specifications and value for money. Work with the Finance and Commercial teams to value engineer solutions for the contract on above base activity.

And as a Quantity Surveyor with Bellrock, you’ll do it by…

To support the Contract Manager in the effective delivery and attainment of high performing Facilities Management services across the Wakefield Council estate. To provide commercial, financial, and contractual oversight across the Managing Agent contract, ensuring value for money, compliant procurement, accurate cost control, and robust commercial governance. The Quantity Surveyor (QS) will also support performance monitoring activities, including statutory and PPM inspection requirements.

Operations

  • Ensure that all contractual obligations are met within the defined area and / or activities assigned. This includes supporting the Account Director and wider Account Management Team in achieving all contractual KPIs.
  • Develop strong relationships with all internal and external stakeholders and provide timely responses to requests for help and support.
  • Work with the Contract Manager to liaise with the client, obtaining final approval for works and ensuring that appropriate accrual/commitment is advised for their finance systems.
  • Monitor and liaise with suppliers to ensure the effective day-to-day delivery of the service and identify and escalate any performance issues to the Contract Manager.
  • Promote a positive Health and Safety culture ensuring any issues and areas of concern are escalated to the Account Manager and addressed.

Commercial

  • Provide insight and guidance into CAPEX plans for Works and Estates Strategy, advising of recommended priorities and providing updates about impacts and changes to commencement dates of Works.
  • QS to support reviewing invoices and check for compliance with fixed fee, quotes, stage payments and wider contractual terms and will reject any which are not as required.
  • The QS will produce outline budgets for Hard FM based upon historical costs, condition and asset survey information.
  • Work with the Supply Chain Analyst and Supply Chain Manager to produce a monthly report showing spend, accruals and quotes for FM activity. This will include a spend forecast for the remainder of the financial year.
  • Support in reviewing Applications for Payment received for compliance with contractual terms, approvals, etc and will reject any which are not as required.
  • Support in managing the contract variation process, documenting all necessary details.

Technology

  • Become familiar with the Concerto CAFM system, Bellrock and client systems to ensure that an overview of contract performance can be monitored, gauged and managed.
  • Monitor the overall regional performance, providing reports on asset and building performance, using age and condition information detailing asset replacement priorities.
  • Develop a full understanding of client technology systems & how they interact with Concerto to understand opportunities to develop the technology offer including the implementation of API’s, Applications & IOT.

Technical

  • Support audits of statutory compliance records, confirming financial accuracy, and contract alignment.
  • Measure and monitor satisfaction across your portfolio and provide detailed reporting and analysis on satisfaction trends together with improvement plans as necessary.
  • Lifecycle and forward maintenance regime advice.

Risk Management

  • Maintain the commercial risk register, identifying financial exposure, trends in overspend, or increased service credit risk.
  • Ensure all cost, contract, and procurement activity complies with the Managing Agent contract, statutory requirements, and internal governance controls.
  • Lead cost investigations related to incidents, contractor failures, or non-compliance.
  • Support the management of change, ensuring full commercial evaluation, risk assessment, and cost verification for every proposed change.
  • Attend weekly/monthly/quarterly management meetings as and when required.

Business Growth

  • Ensure requests for additional services and variations are priced and documented in line with the contractual requirements with the relevant OPEX and lifecycle applied when applicable, by supporting the AD or Contract Manager.
  • Identify costs savings across the portfolio to provide maximum “value for money” delivery.

What does it take?

  • Professional experience as a Quantity Surveyor within FM, property management, construction, or building services.
  • Quantity Surveyor Qualification.
  • Good knowledge of working practices in the delivery of QS.
  • Understands the importance of client relationships in the environment of change.
  • Able to demonstrate an ability to communicate at various levels both internally and externally.
  • Experience analysing supplier invoices, valuations, and cost submissions.
  • Advanced Excel and financial modelling capabilities.
  • Strong attention to detail and ability to spot commercial anomalies or risks.
  • Strong understanding of FM commercial models, PPM regimes, and contractual performance mechanisms.
  • Ability to interpret technical maintenance data and relate it to commercial outcomes.

Desirable

  • BSc in Quantity Surveying or related discipline.
  • MRICS or working toward chartership.
  • NEC, JCT, or FM contract training/experience.
  • Facilities Management (FM) qualification / working towards an FM qualification.

Working arrangements
