Service Manager, Social Care Business Systems & Innovation – PKC13636£Perth & Kinross Health and Social Care Partnership is recruiting a Service Manager for Social Care Business Systems & Innovation to provide senior strategic leadership for the digital systems and innovation activity that support adult social care services. This role is responsible for ensuring that core systems, including the Management Information System (Mosaic case management system) and the Learning Management System (LMS), are reliable, legally compliant and support safe, high quality, person centred practice. The post sits at the intersection of operational delivery, workforce development, statutory compliance and transformation. You will provide assurance that digital systems and learning platforms enable staff to deliver effective services while meeting regulatory, inspection and governance requirements. In addition to overseeing established systems, the role has a strong focus on digital innovation. You will lead the identification, governance and adoption of new digital solutions, including AI enabled tools, Technology Enabled Care (TEC) and practitioner facing technologies, ensuring that innovation is ethical, evidence based and aligned with organisational priorities. You will work closely with operational services, learning and development colleagues, digital teams and external partners to ensure systems are well governed, user informed and responsive to change. Acting as the senior strategic lead and product owner for adult social care business systems, including Mosaic. Leading system development and continuous improvement to reflect changes in legislation, policy and service delivery. Holding strategic responsibility for the Learning Management System, supporting statutory training, CPD and inspection readiness. Leading the transition from legacy learning platforms to a single, coherent LMS with strong compliance reporting. Providing senior leadership for digital innovation, including AI enabled tools and Technology Enabled Care solutions. Ensuring all digital systems and innovation activity meet data protection, information governance, cyber security and ethical AI requirements. You will have experience leading or owning digital systems and innovation in a complex service environment, ideally within social care or the wider public sector. You will understand frontline practice and be able to balance innovation with strong governance, risk management and compliance.
