Non-Executive Directors – Hightown Housing Association

Location: Hemel Hempstead (Board meetings held at Hightown House, Maylands Avenue, HP2 4XH)

Remuneration: £7,187 per annum (inclusive of expenses)

Hightown Housing Association is seeking to appoint two new Board Members. It is a positive time to join us, as we are developing our new Corporate Strategy and setting a clear ambition to become a great social landlord. We are placing customers and homes at the top of the agenda, strengthening our investment in existing homes and driving a consistently excellent customer experience across the organisation.

Hightown provides 9,300 affordable homes to more than 19,000 customers across Hertfordshire, Bedfordshire, Buckinghamshire and Berkshire. Alongside this, we deliver care and supported housing services to around 800 people each year. Through our development programme we expect the number of homes to increase to 10,000 by the end of 2026/27.

With a G1 governance rating, V2 viability rating and A3 stable credit rating (Moody’s), Hightown combines strong financial resilience with a clear social purpose and a long-term commitment to sustainable growth.

About the Role

As a Board Member, you will work collaboratively with fellow Board colleagues and the Executive Leadership Team to:

  • Provide effective governance, oversight and constructive challenge
  • Shape and monitor delivery of Hightown’s Corporate Strategy
  • Ensure financial viability, robust risk management and regulatory compliance
  • Champion customer-focused governance and high-quality services
  • Represent the interests of residents and key stakeholders at a strategic level

Board Members share collective responsibility for the direction and control of the Association, upholding the highest standards of governance and ensuring compliance with regulatory and legislative requirements, including Health & Safety and Equality, Diversity and Inclusion.

The expected commitment includes 5–6 evening Board meetings per year, two afternoon Strategy Days, membership of at least one Committee, and occasional service visits and events.

Who We Are Looking For

Hightown is seeking two individuals with complementary skills and experience:

1. Treasury / Funding Expertise

A senior leader with significant experience in corporate finance and treasury management, including:

  • Liquidity management, forecasting, covenants and loan financing
  • Debt management and treasury strategies
  • Funding and capital markets
  • Financial risk monitoring and mitigation
  • Experience of sitting on or chairing Treasury, Funding or Risk & Audit Committees

2. Social Housing Sector Experience

An experienced non-executive director with substantial housing sector expertise, ideally with recent regulatory inspection experience as a Board Member or Executive. You will bring:

  • Strong communication and interpersonal skills
  • A collaborative and constructive approach
  • Commitment to customer-focused governance and consumer standards
  • Credibility, sound judgement and independence of mind
  • Emotional intelligence and the confidence to both support and challenge

For both roles, candidates must demonstrate sound judgement, financial awareness, effective communication skills and the ability to analyse complex information and work collaboratively in the best interests of Hightown’s customers.

An understanding of, or genuine interest in, social housing and supported services is essential, alongside a strong commitment to equality, diversity and inclusion.
