The post holder will play a key role in the delivery of the Trust equality, diversity and inclusion ambitions by building a Workforce Data and Intelligence picture and support the overall strategy.

The post holder will have two key strands of work:

  1. Responsible for the co‑ordination, collation and management of timely and accurate delivery of workforce intelligence relating to equality, diversity and inclusion, including contributing to the analytical interpretation of the data to internal and external customers within an agreed timetable.
  2. Co‑ordination and management of projects in relation to equality, diversity and inclusion and wider workforce intelligence and data quality, supporting the better use of workforce systems internally by developing compliance monitoring systems in line with equality and diversity metrics.

Main duties of the job

  • Lead and be responsible for the accurate, timely and intuitive provision of equality, diversity and inclusion workforce data and information across the Trust
  • Lead on the creation and maintenance of EDI dashboards, supporting the measuring and effective communication of hard and soft EDI targets
  • Responsible for ensuring the timely and accurate statutory returns such as WRES, WDES, Gender Pay Gap reporting and support the vision for accessible intersectional data and people intelligence
  • Support the Associate Director of EDI in co‑ordinating projects in relation to workforce information and ESR, establishing and measuring impact of programmes of work
  • Plan, manage and implement defined projects, from initiation through to completion, in particular projects related to EDI – e.g. workforce planning, data quality improvement

Job responsibilities

Workforce information

  • Manage the accurate and timely delivery of regular and ad‑hoc reports (e.g. FOIs)
  • Actively manage the preparation and delivery of regular reports to agreed timescales, both internal (e.g. Data Matrix) and external (e.g. WRES/WDES) ensuring a high level of accuracy
  • Assess customer requirements through discussions and provide suggestions for the most appropriate data and presentation formats to meet their needs
  • Prepare and provide data and analysis for a number of forums including Boards. Data items may include recruitment, disciplinary, progression, turnover and staff in post information by protected characteristics
  • Interrogate and analyse data and present these qualitatively and quantitatively
  • Identify, within the workforce data, potential trends, issues and areas of interest for further investigation and progress these in line with departmental and Trust requirements
  • Carry out benchmarking and external research and analysis of data to put our information into context in relation to other Trusts and sectors
  • Present information in user friendly and easy to understand formats which help customers interpret the data for decision making
  • Support the development of reports and data for workforce planning and other strategic initiatives
  • Ensure data governance protocols are followed when releasing data to customers (e.g. using passwords, ensuring sensitive data is excluded)
  • Ensure information is prepared and quality checked before release to boards and customers
  • Maintain a thorough knowledge of all current and potential information sources within (e.g. Bank system) and outside of the Trust (e.g. NHS iView)
  • Develop reports for the team and other Trust users
  • Collate and document feedback from users and managers and use these to investigate and develop suggestions for future reporting of workforce information
  • Keep abreast of new technology and developments around workforce information and reporting
  • Maintain a thorough knowledge of all current and potential systems which interface with ESR (e.g. Bank system)

Projects

  • Support the Associate Director of EDI in co‑ordinating projects in relation to EDI workforce information and ESR, establishing and measuring impact of programmes of work
  • Plan, manage and implement defined projects, from initiation through to completion, in particular projects related to workforce intelligence – e.g. workforce planning, data quality improvement
  • Carry out resource analysis for projects and major work within the team
  • Utilise appropriate project management tools and methods where appropriate, including project initiation documents, risk registers, highlight reports etc
  • Provide project expertise, support and co‑ordination to analysts within the team, for projects these roles are delivering
  • Manage major external information returns or internal reports (WRES/WDES/ Gender pay report) as distinct projects and ensure accurate and timely delivery, whilst producing progress updates for Associate Director of EDI
  • Ensure workforce information is processed and distributed in accordance with Trust and departmental policies, keeping records of requests and escalating issues as appropriate
  • Identify data quality issues, reasons and propose solutions to overcome them
  • Undertake ongoing monitoring, audit and evaluation of processes, documentation and system and provide suggestions for improvements
  • Support the development of policies and procedures in relation to system use and security
  • Liaise with Audit, Information Governance and other areas as appropriate to ensure access to information remains consistent and appropriate for roles
  • Develop and deliver regular KPI and compliance monitoring reports for example to identify data quality issues and governance breaches

Networking

  • Work closely with all relevant stakeholders to keep them informed of developments to workforce information
  • Attend ESR Special Interest Groups and conferences (including EDI related events) to seek ideas for improvements to the Trusts reporting strategies and system

Other areas

  • Contribute to the formulation of overall strategies around workforce systems and information.
  • Attend and contribute to the Super Users Group
  • Investigate innovative approaches to delivering the service provided by the team, for example electronic forms, new reporting platform and automating regular reports
  • Support the systems team where necessary

Person Specification

Qualifications/Experience

  • Graduate level qualification or equivalent experience in a system management/information role
  • Advanced knowledge and experience of using ESR or Oracle HRMS database
  • Experience of designing, developing and running Discoverer reports
  • Extensive experience of producing reports and management information for end users
  • Experience of providing excellent customer service
  • Experience of working in a large NHS organisation or similar environment.
  • Experience of managing, planning and co‑ordinating projects
  • Experience of effective prioritisation and co‑ordination of a varied workload and to tight deadlines
  • Basic knowledge of HR practice and procedures

Skills/Knowledge/Ability

  • Excellent knowledge of Microsoft Office, in particular Word, Access and Excel including pivot tables, charts and Access tables, forms, queries, reports and macros.
  • Detailed working knowledge of database structures and relational databases
  • Knowledge of Equality and diversity statutory reporting sets (WRES/WDES/Gender Pay Gap)
  • Numerate, with the ability to present and interpret data in a user‑friendly manner
  • Excellent presentation and communication skills (oral and written)
  • A highly methodical and organised approach to work, demonstrating attention to detail
  • Excellent problem solving skills
  • Ability to identify gaps and issues and apply technical expertise to resolve these
  • Ability to collate, input and analyse data systematically and accurately
  • Ability to work collaboratively with others and positively contribute to project or working groups
  • Ability to motivate others to deliver set objectives on time and within target
