About the Role:
MPA Recruitment, on behalf of our client, is recruiting for an Assistant Programme Manager / Policy Data Analyst.
The post holder will be responsible for the development, production, and delivery of complex statistical, qualitative, and quantitative reports relating to emergency, non-emergency, and corporate activity across the Trust.
They will provide specialist analytical expertise, supporting Executive Directors, senior managers, and external Health and Social Care organisations by interpreting data, defining reporting requirements, and ensuring that information is delivered in a format that meets user needs at both operational and strategic levels.
The role will involve working as part of a multidisciplinary analytics team, contributing to knowledge sharing, cross-training, and continuous development of systems, processes, and reporting capabilities.
Key Responsibilities:
Data Analysis & Reporting
- Produce timely daily, weekly, and monthly corporate activity reports for Executive Directors and senior stakeholders.
- Analyse activity trends, ensuring data accuracy through appropriate data validation and cleaning processes.
- Support statutory reporting requirements for the Department of Health, HSC bodies, and other external stakeholders.
- Handle and respond to queries from external stakeholders relating to statutory returns.
Statistical Analysis & Insight
- Apply statistical methodologies to analyse large and complex datasets.
- Identify trends, patterns, and insights to support decision-making and strategic planning.
- Contribute to the development of analytical models and reporting tools.
- Research and implement new statistical techniques and reporting approaches to improve outputs.
Stakeholder Engagement & Communication
- Communicate complex analytical findings clearly to both technical and non-technical audiences.
- Deliver presentations to senior stakeholders and participate in meetings as required.
- Liaise with internal teams and external agencies to clarify reporting requirements and data specifications.
- Represent the Trust at relevant forums, working groups, or meetings where required.
Systems, Data Management & Governance
- Maintain and develop databases and data systems as required.
- Manage multiple large datasets, ensuring accuracy, integrity, and consistency of data.
- Ensure all data handling complies with GDPR, data protection legislation, and Trust confidentiality policies.
- Support the development and maintenance of key data flows used for reporting and strategic planning.
- Adhere to records management policies and maintain appropriate documentation and audit trails.
Policy, Compliance & Support
- Support the implementation of departmental policies within your area of work.
- Contribute to improvements in reporting processes, methodologies, and systems.
- Provide support for Freedom of Information (FOI) requests, Subject Access Requests (SARs), and Assembly Questions where required.
- Ensure all outputs meet governance, quality, and confidentiality standards.
Teamwork & Development
- Work collaboratively within the analytics team, sharing knowledge and supporting skills development across team members.
- Participate in cross-training to ensure flexibility and resilience within the team.
- Support continuous improvement in data quality, reporting standards, and analytical capability.
What We’re Looking For:
Essential Criteria:
- Working knowledge and experience of Microsoft Office packages, including:
- Excel (including pivot tables)
- Access databases
- Experience working with web-based applications and data systems
Qualifications / Experience:
- A degree in Computing, Information Technology, Information Management, Statistics, or a related fieldOR
- At least 5 years’ experience in a data analysis/statistics-related role involving report writing and interpretation of data
- With at least 1 year’s experience in a relevant analytical or information management discipline (for degree route)
- Strong analytical skills with the ability to interpret complex data and present findings clearly
- Excellent attention to detail and accuracy
- Experience communicating findings in formal meetings or presentations
- Strong understanding of data confidentiality, governance, and information security principles
Desirable:
- Experience with Geographic Information Systems (GIS)
- Knowledge of Visual Basic / VBA
- Experience using SQL
- Knowledge of HSC data standards and the wider modernisation agenda
