This major investment will transform how services are delivered and create modern facilities that support world‑class clinical care for the community.

The New Hospital Target Operating Model (TOM) Programme Manager will be responsible for planning, coordinating and managing the TOM workstream and its delivery groups, supporting the delivery of this critical transformation programme.

Key Responsibilities

  • Oversee, plan and coordinate the required input of subject‑matter experts (clinical, estates, facilities management, workforce, digital and operations) into the development of key products and outputs.
  • Manage inter‑dependencies across the TOM workstream, clarifying requirements and progress with SMEs and stakeholders.
  • Define and track the delivery progress of the TOM workstream.
  • Plan and coordinate the work of the Design & TOM Management Group and other groups within the TOM workstream.
  • Lead stakeholder engagement across the TOM workstream.
  • Develop and implement the underpinning processes, systems, tools and templates to facilitate effective tracking and delivery of the TOM workstream, including leading risk management and planning processes.
  • Ensure alignment and coordination between all workstreams and workstream activities with reference to the TOM.
  • Support the digital and other workstreams as required, aligning with the New Hospital Project Office and H2.0 Model.

Qualifications & Experience

Experienced senior managerial candidate with a proven track record in programme management, especially within large-scale health or construction transformations.
