Job Description:

We are partnering with a progressive public sector organisation to appoint a Strategic HR Business Partner to join their HR & OD leadership team on a 3-month contract. This is a pivotal, senior role where you will act as a trusted advisor to senior leadership, driving people strategy, organisational transformation, and cultural change.

⚠️Please note: Recent Local Authority / Council experience is essential for this role.

As a key member of the HR & OD leadership team, you will:

  • Partner with senior leaders as part of the Senior Management Team
  • Shape and deliver strategic HR initiatives aligned to organisational goals
  • Drive transformation, workforce planning, and organisational design
  • Champion a high-performance, inclusive, and values-driven culture
  • Influence decision-making through data, insight, and strategic expertise

Key Responsibilities:

  • Lead the development and implementation of people strategies that support long-term organisational performance and sustainability
  • Drive organisational design, restructuring, and change management programmes
  • Support talent, succession planning, and leadership development initiatives
  • Champion employee engagement, inclusion, and continuous improvement
  • Lead on complex employee relations matters, providing risk-based, commercially sound advice
  • Utilise HR analytics and digital solutions to inform decision-making
  • Build and maintain strong trade union relationships
  • Contribute to transformation programmes and wider organisational change initiatives

What We’re Looking For

  • Proven experience as a Strategic HR Business Partner / Senior HRBP
  • Recent experience within a Local Authority / Council (essential)
  • Strong background in organisational design, transformation, and change management
  • Expertise in complex employee relations and employment law
  • Experience influencing senior stakeholders and operating at SMT level
  • Data-driven approach with strong analytical capability
  • Passion for driving culture, engagement, and organisational excellence

  • Swindon (Hybrid – flexible working available)
